Introduction
Camara Education Ethiopia (CEE) is an international non-governmental organization registered with the Authority for Civil Society Organizations (License No. 1923) and a partner of the Federal Ministry of Education (MoE) since 2011, supporting inclusive digital learning in disadvantaged communities across Ethiopia.
Camara Education Ethiopia invites eligible and qualified packaging suppliers to submit sealed bids for the supply of corrugated carton boxes in accordance with the specifications and requirements set forth in this document.

Eligibility Requirements
Participation in this competitive process is open to legally registered suppliers who meet the following mandatory requirements:
- Valid and renewed Business License for the fiscal year relevant to the supply of packaging materials.
- Valid VAT Registration Certificate.
- Tax Identification Number (TIN) Certificate.
- Tax Clearance Certificate valid for the current fiscal period
- Relevant company profile demonstrating experience in supplying similar packaging products.
Bid Requirements & Document Submission
Bidders must submit their offers in a sealed envelope containing two separate envelopes marked “Technical Proposal” and “Financial Proposal.”
- Technical Offer: Must include all mandatory eligibility documents, product sample/specifications compliance sheet, and proof of past performance.
- Financial Offer: Must clearly indicate:

- Unit price (in ETB) exclusive and inclusive of VAT.
- Total price for the required quantity (3,000 Pcs).
- Applicable taxes (VAT / Withholding Tax).
- Delivery lead time (in calendar days) upon receipt of an Official Purchase Order.
- Validity period of the offered price (minimum 60 calendar days from the submission deadline).

Physical Sample Requirement
Bidders are required to submit one (1) sample carton box conforming to the technical specifications alongside their technical submission for quality verification. Bids without a physical sample will not be evaluated.

Camara Education Ethiopia reserves the right to accept or reject any or all bids, in whole or in part, to waive informalities, and to cancel the procurement process at any time prior to contract award without incurring any liability to the affected bidder(s).
