Contract Title: Procurement of Construction of Civil Works (vegetation clearing, land leveling, drainage and dyke construction, guard house, IWUA office and store, and workshop and shade) for the development of a 255-hectare pressurized irrigation system in three Woredas – Melka Sedeka (Dillo Woreda, Goray Kebele); and Mermero Kelo (Teltele Woreda, Mermero Kelo Kebele); and Bule Cobi (Elwoye Woreda, Saba Kebele).

1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project, and it intends to apply part of the proceeds toward payments under the contract for the Procurement of Construction of civil works (vegetation clearing, land leveling, drainage and dyke construction, guard house, IWUA office and store, and workshop and shade) for the development of 255 hectare pressurized irrigation system in three Woredas – Melka Sedeka (Dillo Woreda, Garay Kebele) and Mermero Kelo (Teltele Woreda, Mermero Kelo Kebele), and Bule Cobi (Elwoye Woreda, Saba Kebele).
2. Interested eligible bidders should submit a renewed trade license for the 2019 EFY, a valid TIN certificate, a VAT registration certificate, and a valid tax clearance certificate issued by the tax authority. Documents evidencing these requirements must be submitted together with the bid documents for evaluation purposes.
3. The Federal Democratic Republic of Ethiopia, Ministry of Irrigation and Lowlands now invites sealed bids from eligible bidders for the Procurement of Construction of Civil Works for the development of the aforementioned 255-hectare pressurized irrigation system.
4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Procurement Regulations and is open to all eligible bidders.
5.  Interested eligible bidders may obtain further information from the Ministry of Irrigation and Lowlands, Engineering Procurement Lead Executive Office (4^th Floor), and inspect the bidding documents during office hours from 8:30 to 12:30 and 13:30 to 17:00 local time from Monday to Friday at the address given below.
6. The bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 1,000.00 (One Thousand Ethiopian Birr). The method of payment will be cash deposit to CBE Account No. 1000279991609 under the account name “Ministry of Irrigation and Lowlands Horn of Africa Ground Water for Resilience Project”. The document will be issued to the bidder’s authorized representative in person.
7. The bid documents comprise one original and three copies of the technical document, sealed separately and inserted in the mother envelope, and one original and three copies of the financial document sealed separately and inserted in the mother envelope, the first envelope labeled as “TECHNICAL PROPOSAL” and the second envelope “FINANCIAL PROPOSAL”.
8. All Bids must be accompanied by a bid security of ETB 1,900,000.00 (One Million Nine Hundred Thousand Birr only). Bid security shall be in the form of an unconditional bank guarantee or CPO. Insurance bonds shall not be accepted.
9. Bids must be delivered to the address below on or before December 03, 2026, at 14:00 local time (8:00 PM/ 08:00 Afternoon local time). Electronic Bidding will not be permitted. Late bids will be rejected. The Bid shall be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on December 03, 2026, at 14:30 local time (8:30 PM 08:30 Afternoon local time).
10. The winning bidder must provide a 1% of the contract price environmental and social safeguard performance guarantee.
11. Bids shall be valid for 90 days after the bid opening date.
12. The Ministry reserves the right to accept or reject all or parts of the bid.
