2. Bidders must fulfill all technical qualifications. The evaluation qualification criteria are attached in the bid document and evaluation will be conducted through National procurement procedure using all criteria attached in Request for Bids (RFB). The bid is open to all Eligible Bidders at national level as defined in the Procurement Regulations.

3. Bidder must submit Renewed Business License for 2017 Ethiopian Financial Year, VAT Registration Certificates, Taxpayer Registration Certificates, Valid Tax Clearance certificate, Certificate of Registration in Suppliers list of PPA, Water Works Competence Certificate (Registration Certificate) from the concerned Ministries, Renewed License of WWC/GWWC Grade 5 and above, and other relevant documents specified in bidding document.

4. The bidding document in English may be purchased by interested eligible bidders during office working hours upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 500 ETB (Five Hundred Ethiopian Birr) by commercial Bank of Ethiopia Account Number 1000669186162 (Sidama National Regional State Sidama Region Agricultural Research Institute/Hawassa Agricultural Research center) and bring the bank receipt.

 5. The deadline for bid submission is at 8:00 Afternoon local time (2:00 PM) on September 08, 2025. Bids must be delivered to the address below at or before 2:00 P.M. on September 08,, 2025. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 8:30 Afternoon local time (2:30 P.M.) on September 08,2025.

6. The Bid must be accompanied by a Bid Security of ETB 400,000 (Four Hundred Thousand Ethiopian Birr) in the acceptable form of (CPO or Unconditional Bank Guarantee) shall remain valid for 120 (One Hundred Twenty) days. Insurance bonds are not acceptable. For the Bank Guarantee Bidders must use the bank guarantee form included in section IV (Bid Forms) of this bidding document.

7. The Bidder shall deliver the Bid in a Single Sealed Envelope as described in ITB 21. Within the single envelope the Bidder shall place the following separate, sealed envelopes (“ORIGINALS” and “COPIES”): In an envelope marked “ORIGINAL”, all original documents comprising the Bid, as described in ITB 11 (Technical Original Envelope and Financial Original Envelope); and In an envelope marked “COPIES”, all required copies of the Bid (Two copies of Technical and Two Copies of Financial).

8. The bid security shall be separately enclosed in the envelope and submitted with the technical original envelope. And the bidder must submit a Cost breakdown of unit rate analysis for each work item that considers the current market situation of the specific site similar to specification of unit rate and shall be in wax-sealed envelope with an original financial document.

9. The bidder shall provide the letter of bid submission using the relevant form specified in section IV (Bidding forms). 

10. The Bidder must submit Key Personnel, Machinery, Line of Credit, Bid security and other important documents for this Project.

11. The Bidder who is interested in more than one Project must submit separate Key Personnel, Machinery, Line of this project. Credit, Bid security and other important documents for each project.

12. The successful bidders shall furnish 1% of the contract price for Environmental and Social (ES) Performance Security and 10% of the contract price for the performance security both in the form of unconditional bank guarantee.

13. The Contract Completion duration shall be 90 days after the start date.

14. The SNRS Sidama Region Agricultural Research Institute/Hawassa Agricultural Research Center reserves the right to reject all or parts of the bid.
