INVITATION FOR BID

DEC a local CSO established in 2007, re-registered in May 2009 as per the new Authority for CSO Proclamation by the Ethiopian government bearing a registration number of 0009. Its objective to contribute towards the national development efforts through integrated, decentralized and sustainable program interventions.

In line with the above objectives, DEC wants to create and update a web designed digitalized system for its Human Resource Management, Project Management and Finical and Asset Management.

Bid Announcement

Development Expertise Center (DEC) has an existing web- based digitized system for Human Resource and Asset Management. We are seeking a qualified IT company to enhance this system by adding new features, updating existing modules, and integrating additional components for Financial Management and Project Management, which will be provided from the start. The selected company will be expected to deliver a secure, user-friendly, and efficient platform that streamlines our operations and supports future growth.

Eligibility Requirements:

All interested and eligible bidders who are capable, qualified, technically competent, and hold a valid license for the current Ethiopian Fiscal Year (2017) may submit their documents.

Important Notes:

a. Bidders must present a renewed business license for the year.

b. Development Expertise Center reserves the right to accept or reject any or all bids.

c. Late submissions will not be accepted.

d. Bidders should clearly indicate their price including VAT.

e. All bids must be submitted in person between August 20-27, 2025.
