Request for Bids

1. The Benishangul Gumuz Regional State Agriculture Bureau has received Grant fund from the World Bank (WB) toward the cost of Developmental Response to Displacement Impact Project- II (DRDIP-II), and intends to apply part of the proceeds toward payments under the contract for;

2. Kushemengel Small Scale Irrigation Construction Project for this contract, the Grant shall process the payments using the World Bank’s Disbursement Guidelines for Investment Project financing.

3. The Benishangul Gumuz Regional State Agriculture Bureau invite sealed bids from eligible and qualified bidders for the Following Small Scale Irrigation Construction Projects:

Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers/Grants” (fourth edition November 2020 “Procurement Regulations”), and is to all Bidders as defined in the Procurement Regulations.

5. Interested eligible bidders may obtain further information from Benishangul Gumuz Regional State Agriculture Bureau, Developmental Response to Displacement Impact Project- Phase II (DRDIP-II) Coordination Unit and inspect the Bidding Documents at the address given below from 8:30 AM to 12:30 AM & 1:30 PM to 5:30 PM from Monday to Friday.

6. The bidder must possess a construction license of Water Works General Contractor (WWGC)/Water Works Contractor (WWC) Grade 01 (one) and that has been renewed for the budget year 2017 E.C

7. A Certificates of Registration at the Ministry of Water and Energy as well as Regional line Bureaus for the year 2017 E.C.

8. Complete set of Bidding Documents in English will be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of ETB 700.00 (Seven Hundred birr in cash only). Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance and TIN certificate.

9. The bid will be opened on 19 Sep/2025 Friday.

10. Bids must be delivered to the address below at or before 10:00 P.M.

11. One original and one copies of Technical and Financial Bids sealed separately and enclosed in one mother envelop in accordance with the requirements presented in the Bid data sheet.

12. The Bid will be opened at 10:30 P.M. Specified on invitation at the newspaper, in the presence of Bidders or representatives who choose to attend at Development response to displacement Impact Project-II (DRDIP-II) Regional Coordination Unit office.

13. Late submission of the bid shall be rejected.

14. All bids shall be accompanied by a Bid Security 3,000,000.00 ETB to Development response to displacement Impact Project-II (DRDIP -II) Regional Coordination Unit office in the form of unconditional bank Guaranty and CPO only and shall remain valid for 120+28 days (One Hundred Twenty days + Twenty Eight) days.

15. Bid shall be valid for period of 120+28 days after Bid Submission deadline.

16. Intended completion date of the project work is 18 months.

17. The Bureau reserves the right to accept or reject all or parts of the bids.
