Factor	Criteria
Average annual turnover	The average annual turnover calculated as total certified payments received for contracts in progress or completed within the last years must exceed times the amount of the financial proposal of the Bid;

Legal Qualification

Factor	Criteria
Debarred by a decision of the Public Procurement and Property Authority	Not having been debarred by decision of the Public Procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.4
Conflict of interest	No conflict of interest as described in ITB Sub-Clause 4.3
Nationality	Nationality in accordance with ITB Sub-Clause 4.2

Certificate from the competent Regulatory Authority (RA)	Valid/Renewed Manufacturing License and EFDA Registration / EFDA GMP certificate / waiver / exemption or the bidder’s name shall be listed for the items on the letter sent from EFDA (letter number: 02/9/8/16 dated 26/February/2024 ) which was given on the basis of Manufacturing License and GMP.

Bid Security Amount: 2,000,000 ETB

Bid Security Form For MSE: Bank/Wire Transfer, Bank Guarantee, Letter from Small and Micro Enterprise,

Bid Security From for Foreign Bidders: Bank/Wire Transfer, Bank Guarantee,

Notice:

The Service reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids, at any time prior to award of contract without there by incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders on the ground for the company’s action.
Bidders shall submit a scanned original of the unconditional bid security on eGP, the original shall be submitted before bid closing time manually and the amount of bid security is 2% of the total price of the quoted items. However, the maximum bid security is 2,000,000 ETB or equivalent currency. Bid security from insurance company is not acceptable.
If the bidder is a sole bidder for any of the quoted items there will be a price negotiation between the bidder and EPSS before awarding.
