Assignment Title: Recruitment of a software developer firm for the design, development, maintenance, and support of a project information management system (PIMS) for MOF

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the GOVERNANCE MODERNIZATION TO ENABLE EFFICIENT SERVICE DELIVERY PROJECT, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) seeks the service of a qualified and experienced Consulting firm who shall be responsible to design, develop, deploy, and operationalize a secure, scalable, and modular PIMS platform that will capture the entire life cycle of Development Assistance Projects. It should capture all projects, whether they are channeled through the MOF treasury, channeled via sector bureaus or line ministries, or implemented directly in partnership with NGOs. It should also account for Development Projects, Humanitarian Assistance, and initiatives aligned with the Humanitarian-Development-Peace Projects, including those that are co-financed with Government budget contributions.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience, and technical and managerial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.15, and 3.16, of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
