Caritas Switzerland invites all eligible company for a price quotation to the following construction works.

Caritas Switzerland (CACH) is an international development and humanitarian organization, a nongovernmental aid agency and member of Caritas International. Caritas works worldwide and adheres to international humanitarian principles (NGO code of conduct). Caritas Switzerland has been supporting various projects/programs in Ethiopia since 1974 and currently the organization is registered by Charities and Societies Agency (License # 3676) according to the proclamation of the country to partake on the objectives WASH, Education, and humanitarian Aid.

CACH is currently implementing a UNHCR funded project entitled “Improve Water, Sanitation and Hygiene (WASH) services to Persons of Concern (POC) in Dillo Magala and Dire Megado refugee sites”. Under this project, CACH invites eligible bidders interested to compete on contractual base for supply & installation of BH solar water pumping system and rehabilitation of pipeline, which is to be conducted at Qenchero Kebele, Dillo woreda of Borena zone, Oromia Regional state as shown in detail below.

• Supply & Installation of BH solar water pumping system at Dillo Existing BH solarization, full package solar water pumping system as detailed in the specification in the TOR document)
• Rehabilitation of main pipeline at Dillo.(includes dismantling of old pipeline, supply and installation of HDPE pipeline)

GENERAL TERMS AND CONDITIONS

1.1. A Solar System Installation Company tier Three (3) & above or a Contractor Category GC/WWC Three (3) & above who have valid licenses, practical experience in BH solarization and pipeline work, can obtain a complete set of bidding document from Caritas Switzerland Country Office from 9:00 am to 4:00 pm on working days starting from the first date of announcement on public medias until September 23/2025 until/before 12:00 PM (local 6:00).

1.2. Bidders can collect the bidding document in the address given below (bidders shall bring their license or their legal delegation paper for document purchase).

1.3. Duplicate copies of BID OFFER shall be produced in separate envelopes marked as ORIGINAL and COPY. A sealed envelope carrying the Bidder’s Bid Security Cash Payment Order (CPO) should be included in the envelope carrying the original financial document. Bid security in the form of cash will not be accepted. All envelopes shall then be put in one big envelope together, sealed, stamped and submitted to CACH along with a BID SECURITY in the form of CPO amounting 2% of THE TOTAL BID OFFER FOR THE WORKS BEFORE THE DEADLINE OF SUBMISSION.

1.4. Essential (exclusion) Criteria

1.4.1. Relevant & Valid Renewed licenses to operate in Ethiopia.

1.4.2. Licenses of grade 3 and above could participate

1.4.3. Submission of bid security in the name of Caritas Switzerland from a recognized bank only in the form of CPO is a must. No other mode of guarantee or bid security other than the CPO will be accepted.

1.4.4. Governmental recognition for bid participation.

1.4.5. A construction site visit is mandatory, and contractors are required to provide a site visit certificate with their offer, by CACH (attached with financial original documents).

1.5. The selection criteria will be based on Technical and Financial evaluation.

BID OPENING

1. The bid will be opened at Caritas Switzerland, Country Office at Addis Ababa, in the presence of bidders and/or their legal representatives who choose to attend on proposed opening date. Only financial offers should be opened on the date of bid box opening.

2. TECHNICAL EVALUATION [minimum requirement]

2.1. Companies/Contractors should attach their previous works performance letter from GO/NGO and CACH in (bno similar types of works, working tools & human resources to execute the activities.

2.2. Adequate and elaborate work plan (Implementation plan) starting from date of agreement signing

2.3. Proposed Methodology for the works in this bid document

2.4. Knowing the local context and previous experience working in this or similar hardship working environment is mandatory.

3. FINANCIAL EVALUATION

• The financial evaluation will be carried out based on price.
