1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enable Efficient Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for the Supply, Installation and Integration of Data Center Equipment. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Ministry of Finance now invites sealed Proposals from eligible Proposers for the Supply, Installation, and Integration of Data Center Equipment. The supply, installation and integration of the data center equipment shall be carried out in the MOF data centers in Addis Ababa and in the Bureaus of Finance of the Regions and City Administrations.  This request for proposal has two lots:

 Minimum qualification requirement for Lot I

a. The Proposer must have experience for at least 5 years in the business.

It should also demonstrate:

At least two contracts each with a contract amount of US$ 2 million (US$ Two Million) that have been successfully and substantially completed. These contracts should also be similar to the scope of the current proposed contract (the testimonial must include configuration and deployment of HCI, Backup Storages, TOR Switches) proposed and supplied and supported applications similar to the required software applications within the last 5 years OR

▪ Three contracts, each constituting at least 50% of a total amount of US$ 1.5 million (US$ 1.5 million) that have been successfully and substantially completed. These contracts should also be similar to the scope of the current data center equipment (HCI, Backup Storages, TOR Switch) and supplied and supported applications similar to the required software applications (IITMP) within the last 5 years..

b. Minimum average annual turnover of USD 2 million calculated as total certified payments received for contracts in  progress or completed, within the last five (5) years as prime supplier or JV member individually or collectively.

c. The Proposer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: USD 2 Million.

Minimum qualification requirement for Lot II

a. The Proposer must have stayed in the business for at least 5 years and should demonstrate at least two Contracts each with a total amount of US$ 1.5 million that have been successfully and substantially completed within the last five years and that is similar to the scope of the Supply and Installation of Data Center equipment and infrastructure OR 3 contracts each with a contract amount of at least US$ 1 million that have been successfully and substantially completed within the last five years and that are of similar nature and scope.

b. Minimum average annual turnover of USD 2 Million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years for prime supplier or JV member individually or collectively.

c. The Proposer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: USD 2 Million. Margin of Domestic Preference shall not apply

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding document. The following weightings shall apply for Rated Criteria (including technical and non-price factors):20% and for Bid cost: 80%.

5. Interested eligible Proposers may obtain further information from Mr. Mesfin Workineh, Head of Public Finance Information Systems Department of the Ministry of Finance, e-mail: mworkineh@mofed.gov.et ; and inspect the request for proposals document during office hours 9:00 to 12:30 and 13:30 to 17:00 hours Ethiopian Time at the address given below.

6. The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 3,000 (ETB Three Thousand) or the equivalent amount in freely convertible currency. The method of payment will be in cash or cashier’s check. The soft copy of the RFP shall be sent by email to those eligible Bidders who request to receive the soft copy of the document. However, the Purchaser shall not be responsible for any additions or omissions in the document.

7. Proposals must be delivered to the address below on or before 10:00 A.M. Ethiopian Time on October 21, 2025. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on October 21, 2025 at 10:00 AM Ethiopian time immediately after proposal closing. All envelopes marked “FINANCIAL PART’ shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

8. All Proposals must be accompanied by a Proposal Security of ETB 2,000,000.00 (ETB Two Million) for Lot I, and ETB 1,500,000.00 (ETB One Million Five Hundred Thousand) for Lot II, or equivalent amount in freely convertible currency, using the exchange rate of the bid submission date, i.e., October 21, 2025.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
