Assignment Title: Selection, Matching, Placement and Follow-up of Bikat Youth Apprenticeship program in Addis Ababa

The City Government of Addis Ababa Bureau of Labour and Skill allocated matching fund toward the cost of the Urban Productive Safety Net and Jobs Project (UPSNJP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the service provider is expected to find apprenticeship placements for 3,000 youth selected from the 11 sub-cities. In order to place all youth in a desirable apprenticeship placement, the firm needs to carefully consider the type of firms selected, including the size, location, sector and apprenticeship absorption capacity.

The objective of the service:

The objective of the consulting services is to identify, register, select, coach, and monitor at least 750 firms (each firm having the capacity to host at least 4 apprentices) responsible for hosting 3,000 apprentices within the 11 sub-cities under 20 selected woredas of Addis Ababa.

The service provider is expected to collaborate closely with BoLS and OSSCs staff for the successful implementation of the program.

The consultants is expected to implement this project in line with the Urban Productive Safety Net and Jobs Project Implementation Manual, guideline and Project Appraisal Document and other relevant UPSNJP project documents

The estimated implementation period for the assignment is 6 months.

The Bureau of Labor and Skill now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria.

The attention of interested Consultants is drawn to the city Government of Addis Ababa procurement regulation setting forth the Government policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with Consultant Quality and cost based Selection (QCBS) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hour’s 9:00AM to 5:00PM Ethiopian time.
