Description: The Federal Democratic Republic of Ethiopia Ministry of Irrigation and Lowlands has received for financing from the World Bank toward the cost of the Horn of Africa Groundwater for Resilience Project Irrigation and it intends to apply part of the proceeds toward payments under the contract for the consulting services (Recruitment of Monitoring and Evaluation Individual Consultant).

The Federal Democratic Republic of Ethiopia Ministry of Irrigation and Lowlands now invites eligible Individuals Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Expected Start Date of Assignment: 1st December 2025

Implementation Period (Duration): 1st December 2025 -1st December 2026

The criteria for selecting the Individual Consultant are:

Academic Specialization: The Consultant should have a BA/BSC/MBA/MA/MSc/ in Economics, Monitoring and Evaluation, Project Planning & Management, Construction Technology and Management, Statistics, Business Management, Information Technology, Management Information System management from a recognized university.

Professional Experience: The Individual Consultant to be hired shall have notable experience in project M&E and designing & implementing MIS system, managing projects, reporting and Software updating, analysis and data operations.

He/ She is expected to have good communications skills and strong computer skills including statistical packages, computer programming and the ability to develop databases. S/he should have relevant work/practical experience of at least 12 years for first degree or 10 years for second degree in the position of M&E or project management in development projects. The candidate should have demonstrated experience in Irrigation sub-sector with a high credit to at least 3 years proven experience with projects financed by  external donors. Familiarity with donors funded projects monitoring and evaluation guidelines and procedures are essential.

“The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Procurement In Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, Fifth Edition September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Language: Fluency in both English and Amharic language in written and oral communications required.

Salary: Negotiable.

Place of Work: Addis Ababa.

Type of Recruitment: Full type assignment and the contract will be renewed every year based on evaluation of performance.
