1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project (EARDIP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Supply, Installation, Commissioning, Network design, Standard LAN and WAN with ICT equipment for RRS branch offices and refugee camps.
2. The Ministry of Innovation and Technology, Eastern Africa Regional Digital Integration Project (EARDIP) now invites sealed Proposals from eligible Proposers for Procurement of Supply, Installation, Commissioning, Network design, Standard LAN and WAN with ICT equipment for RRS branch offices and refugee camps. No margin of domestic preference shall apply, and proposers are required to meet the following qualification criteria:

| Financial Resources | The Proposer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: USD 1.0 million or equivalent in a freely convertible currency | 
| General Experience | Experience under Information System contracts in the role of prime supplier, management contractor JV member or subcontractor for at least the last five years (5) years prior to the applications submission deadline | 
| Specific Experience | Participation as a prime supplier, management contractor, JV member, sub-contractor, at least one contract with a value of USD 5.5 million within the last five (5) years. | 
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 6th Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Proposals will be evaluated in accordance with the evaluation process set out in the request for proposals document. The following weightings shall apply to Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.
5. Interested eligible Proposers may obtain further information from Ministry of Innovation and Technology (MINT), Eastern Africa Regional Digital Integration Project (EARDIP) office, e-mail procurement@mintprojects.gov.et and inspect the request for proposals document during office hours from 08:30 – 12:30 hours and 13:30 -17:00 hours Ethiopian time from Mondays to Thursdays; and 08:30 to 11:30 hours and 13:30 – 17:00 hours Ethiopian time on Fridays at the address given below.
6. The request for proposals document in English language may be freely accessed by interested eligible Proposers upon submission of a written application using the email addresses indicated below (e-mail should be sent for both addresses indicated below). Once the email request has been sent to the designated e-mail addresses, the soft copy of the RFP document will be sent to the requester. To facilitate further communication and correspondence, the interested eligible Proposer should indicate the name of the company, contact/focal person, telephone number, e-mail address and relevant information on his/her request e-mail.
7. Proposals must be delivered to the address below on or before December 9th, 2025, 14:30 hours Ethiopian Time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in of the Proposers’ designated representatives and anyone presence who chooses to attend, at the address below on December 9th, 2025, at 15:00 hours Ethiopian Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Proposals must be accompanied by a Proposal Security of USD 70,000.00 (Seventy Thousand us dollar) or ETB 9,500,000.00 (ETB Nine Million Five Hundred Thousand) or equivalent amount in a freely convertible currency.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
