NAME OF PROJECT: Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia (3R-4-CACE)

ASSIGNMENT TITLE: – Recruitment of Security Risk Management Consultant at FPCU,

Ref, No, ET-MOF-473612-CS-INDV.

  1. The Federal Democratic Republic of Ethiopia, Ministry of Finance has received financing from the World Bank towards the cost of the Response Recovery Resilience for Conflict-affected Communities in Ethiopia Project & intends to apply part of the proceeds for consulting services.
  2. The consulting services (“the services”) includes Security Risk Management Consultant for 3R-4-CACE Project for the period of six months. The objective of the assignment includes providing comprehensive training and developing checklists to guide project staff in adhering to the established standards and including to oversee & address the overall security concerns particularly the implementation of the security management plan & the duties and responsibilities of the Consultant includes
    • Develop an emergency and incident response action plan (including (but not limited to) armed attacks, kidnap, bomb threats, intruders, theft, assault, and civil unrest) in the event of an emergency or a direct or indirect threat to project staff
    • Conduct training sessions for project staff on security awareness, including topics such as threat identification, incident reporting, and emergency response.
    • Support the Implementation of the project security risk management plan which was developed based on the findings of the security risk assessment.
    • Assess the status of the security situation and identify potential security vulnerabilities on the ground prior to any subproject implementation; and provide guidance to a project team in terms of security threats & advantages during the project implementation at the ground level.
    • Review existing security documents, protocols, manuals & guidelines to ensure they are up to date, comprehensive, and aligned with industry best practices.
  3. The Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia (3R-4-CACE) project/Federal Project Coordination Unit now invites eligible Individual Consultant (Consultants) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services
  4. The short-listing criteria are: the individual consultant should have
    • Bachelor’s degree in a relevant field of safety & security risk management/related discipline.
    • Minimum of 5 years of experience working in the field of safety and security.
    • Minimum of 3 years of experience managing risk, safety and security in field operations, across the full spectrum of programming from humanitarian assistance to development, with an understanding of institutional needs.
    • In-depth knowledge of the development of security policies and procedures and a general understanding of threat mitigation procedures and high-risk operations.
    • Highly developed interpersonal and communication skills, including the ability to influence others, to liaise with a wide range of people at all levels and across different cultures, and to act with credibility, tact, and diplomacy.
    • Proficiency in designing and delivering effective training programs and materials. Ability to assess training needs, develop training plans, create engaging content, and evaluate training effectiveness.
    • Experience in developing and updating security-related documents such as manuals, protocols, checklists, and guidelines. Knowledge of document management principles and the ability to produce clear, concise, and well-structured materials.
    • Familiarity with security awareness programs and techniques to promote a culture of security within the organization. Knowledge of relevant laws, regulations, and industry standards related to security management and compliance.
    • Ability to collaborate effectively with internal and external stakeholders, including security forces, consultants, contractors, and project teams. Strong negotiation and diplomacy skills to ensure cooperation and adherence to security protocols.
    • Ability to develop detailed security advisories and notifications for consideration and implementation by project;
    • Knowledge of the range of protective operations and full-time capacity and on-call for emergencies & Awareness of the security context in Ethiopia
  5. The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers (Procurement Regulations) dated July 2016, September 2023 and latest revision and (“Consultant Guidelines”), setting forth the World Bank’s policy.
  6. The most Competent Consulting firm will be selected in accordance with the individual consultant selection method set out in the Procurement Regulations.
