1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Education for Skills and Employment (EASE) and intends to apply part of the proceeds toward payments under the contract for procurement for Support TVET reform policy through building the capacity of Regional Center of Competencies through the provision of ICT Infrastructures to ensure Training and Assessment Quality
2. The Ministry of Labor and Skills now invites sealed Proposals from eligible Proposers for Support TVET reform policy through building the capacity of Regional Center of Competencies through the provision of ICT Infrastructures to ensure Training and Assessment Quality, which is intended to be delivered within six months. No margin of domestic preference shall apply. Proposers are required to meet the following criteria:

The Purchaser’s evaluation of responsive Proposals will take into account the following technical factors, in addition to cost factors. The weight to be assigned for the technical factors is 60% and cost is 40%

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services’, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.”.
4.Interested eligible Proposers may obtain further information from Ministry of Labor and Skills (MoLS) Education and Skills for Employment (EASE), Haftom Gebregziabher / Ayenalem Alembo, haftomease@gmail.com / alemdoda@gmail.com and inspect the request for proposals document during office hours from 8:30-12:30 hours Ethiopian Time and 13:30-17:00 hours Ethiopian Time from Monday to Friday at the address given below.
5. The request for proposals document in English language may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100 or ETB 14,000 or equivalent in a freely convertible currency. The method of payment will be in cash payment with CBE account 1000641723006 by the name Ministry of Labor and Skills-Education and Skills for Employability Project. The document will be sent by e-mail, or proposers can collect it in person from the Ministry of Labor and Skills, EASE project office.
6. Proposals must be delivered to the address below on or before December 1, 2025, at 14:30 hours Ethiopian Time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on December 1, 2025 at 14:30 hours Ethiopian Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.”.
7. All Proposals must be accompanied by a Proposal Security as appropriate of USD 60,000.00 (USD Sixty thousand only) or ETB 8,400,000.00 (ETB Eight million four hundred thousand) or equivalent in a freely convertible currency.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
