    1. Executive Summary / Context

    This document outlines the technical and functional requirements for a Short Message Service (SMS) platform aimed at supporting dairy farm owners across various regions of Ethiopia. The platform will facilitate timely communication, dissemination of vital information, and data collection to enhance dairy farming practices, productivity, and market access.

    2. Core Functional Requirements:

    • 2.1. API Integration Capabilities:

    o The platform must provide robust and well-documented Application Programming Interfaces (APIs) for seamless integration with existing or future third-party applications and databases (e.g., farm management systems, data collection tools).

    o Support for standard API protocols (e.g., RESTful, HTTP/S) is essential, along with comprehensive documentation, code samples, and developer support.

    • 2.2. Advanced SMS Delivery Reporting:

    o Comprehensive real-time and historical delivery reports for all sent messages.

    o Reports must include status codes (e.g., delivered, failed, pending, read receipts if supported by network), timestamps, recipient numbers, and sender 

    o Ability to export reports in various formats (e.g., CSV, Excel, PDF).

    o Capability to send and receive SMS messages (MO/MT – Mobile Originated/Mobile Terminated).

1.ማንኛውም ተጫራችበተቀመጠው ዝርዝር መግጫ መሰረት ስራዉን ያካተተ ዋጋ መስጠት አለበት
2.ማንኛውም ተጫራች የታደሰ የንግድ ማስረጃ ማቅረብ ወይም መጫን አለበት።
3.ማንኛውም ተጫራች የጨራታ ማስከበሪያ ሲፒኦ በአካል ማቅረብ ይኖርባቸዋል።
4.ተጫራቾች የጨረታ መክፈቻ ቁልፍ በጨረታ መክፈቻ ዕለት መላክ ወይም መክፈት ይኖርባቸዋል ።ነገር ግን ቁልፍ ያላከ ተጫራች ጨረታው ሰነድ ባይከፈት መ/ቤቱ ሃላፊነቱን አይወስድም።
5.አሸናፊው ድርጅት አሸናፊ በሆነበት ዋጋ መሰረት ስራውን በተባለው ቀን መሰረት ለኢንስቲትዩቱ ባለሙያዎች ማስረከብ ይኖርበታል። 6.አሸናፊው ድርጅትጠቅላላ ስራውን አጠናቆ ለኢንስቲትዩቱ አይሲቲ ባለሙያዎች አስረክቦ ሲጨርስ በሚቀርበው ሪፖርት መሰረት ክፍያ የሚፈፀም ይሆናል።
ማሳሰቢያ ፡- መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ/በከፊል የመሰረዝ መብቱ ይጠበቃል።
