National Competitive Bid NCB FOR 

1. CENTRAL ETHIOPIA REGIONAL STATE HEALTH BUREAU, Werabe, Ethiopia invites sealed bids from eligible bidders for the construction of (Public Pharmacy Block) at different locations

2. Bidders shall provide valid business license indicating the stream of business in which the bidder is engaged, renewed for 2018 E.C. from Authorized bodies. Its Tax Clearance certificate, TIN & VAT registration certificate issued by the revenue and customs authority valid within the bid process time; Professional practice certificate (From Federal Construction Authority or CERS Construction Authority), Registration certificate in the suppliers list under public procurement and property administration agency and construction license from Federal Construction Authority or CERS Construction Authority valid for the year 2018 E.C.

3. A complete set of bidding documents may be collected by the bidder upon payment of a nonrefundable fee of Ethiopian Birr 1,000.00 (One Thousand Birr) at working hours from CENTRAL ETHIOPIA REGIONAL STATE HEALTH BUREAU, Procurement directorate, Werabe, Ethiopia, Telephone 0916869750/0911832463. Any queries can be forwarded to the procuring entity using the aforementioned address.

4. Eligible bidders are required to submit Technical and Financial proposals in separate envelops.

5. Bids must be delivered to the address CENTRAL ETHIOPIA REGIONAL STATE HEALTH BUREAU at WERABE TOWN on 21st calendar days beginning from the first date of advertisement. If the 21st day is not a working day; the bid will be submitted at the aforementioned time of the next working day. Electronic bidding will not be permitted. Late bids will be rejected.

6. All bids must be accompanied by a bid security of 100,000.00 (One Hundred Thousand Birr) as mentioned above or equivalent amount in an acceptable form expressed in a freely convertible currency, in the form of certified payment order (CPO) or unconditional Bank Guarantee in the form provided in the Bid Document payable to the Employer at the first demand without any contestation whatsoever, the bank guarantee issued by any international (foreign) bidders must be counter guaranteed by local (Ethiopian) bank and must be submitted at the address of:- CENTRAL ETHIOPIA REGIONAL STATE HEALTH BUREAU, Procurement directorate, Werabe, Ethiopia, Telephone 0916869750/0911832463.

7. The bid comprising of technical and financial document must be delivered in separate sealed envelopes in two copies as original and copy of the document to the address given above at 03:00-06:00 hour morning local time. All copies of the bids shall be submitted in separate envelopes i.e., the (Technical Proposal, Financial offer and Bid Security) and one outer envelope, duly marking the inner envelopes as “ORIGINAL” and “COPIES” both for the “Technical Proposal” and “Financial Offer”. The bid bond shall be part of the technical offer but in a separately sealed envelope.

8. Bids will be opened on the same date at 08:00 hour afternoon local time.

9. Bids shall be valid for a period of Ninety (90) calendar days after Bid opening.

10. CENTRAL ETHIOPIA REGIONAL STATE HEALTH BUREAU reserves the right to accept or reject any or all bids, to alter, amend or cancel this request if deemed to be of the interest, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders. All Bids must include value added tax (VAT) on the summary of the bid price.
