1. The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project and intends to apply part of the proceeds for consulting services.
2. Objective of the Assignment.
The overall objective of the assignment is to conduct an independent Environmental and Social Audit of UWSSP II under AAWSA, identify significant environmental and social issues in the existing subprojects activities, and assess their current status, specifically in terms of meeting the requirements of the national and World Bank Operational Policies under the guidance of the Project ESMF and RPF. Based on Audit findings, gap-filling, mitigation and enhancement measures with agreed action plans are expected as part of this assignment. The audit will also identify non-compliance and shortcomings, and the direct and root-causes of such non-performance, and then recommend corrective actions. It shall be an independent evaluation of both the Client (AAWSA) and the Bank’s performance through the overall project E&S performance.
3. Scope of Work.
The focus of the E&S audit will encompass the nine (9) ongoing construction sub-projects involving Sewer lines, Wastewater Treatment Plants, Water Loss Reduction, Dam rehabilitation under Component 1 and 2 of UWSSP II, please see section 2 Project Description above.
The Consultant shall undertake a comprehensive Environmental and Social Performance Audit in alignment with the Environmental and Social Management Framework (ESMF), Environmental and Social Impact Assessment (ESIA), Resettlement Policy Framework, Resettlement Action Plan (RAP) including the Addendum Resettlement Action Plan (A-RAP), contract documents, and all other relevant national and the World Bank environmental and social safeguard requirements.
4. Duration of the Assignment:
The Team of consultants conducts the field work and is expected to be completed within 14 (fourteen) weeks from contract signed. An inception report will be expected within 2 weeks of contract signing, a draft E&S audit will be within 4 weeks. After the Client, relevant stakeholder and World Bank reviewed in 4 weeks, the final E&S Audit report that has been updated based on the comments received and will be delivered within 3 weeks and it will be finalized.
5. The Addis Ababa Water and Sewerage Authority (AAWSA), Water and Sanitation Infrastructures Development Division Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: Core business and years in business, qualification, and experience in the field of assignment, organizational and managerial capabilities of the firm, and general qualification and number of key staff.
6. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest for consulting services.
7. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
8. A Consultant will be selected in accordance with the Consultants’ Qualifications Based Selection (CQS) method as is set out in the Consultant Guidelines.
