Call for proposal for Gender Analysis Consultancy Servicehorizon3000, Austerian Organization

1. Organizational background

MELCA-ETHIOPIA is an indigenous, non-governmental, not for profit making and secular development organization working for a healthy ecosystem, vibrant culture and improved lives of communities in Ethiopia. The organization re-registered with the Agency for Civil Society Organizations on 14 November 2019 in accordance with Civil Society Organizations proclamation No. 1113/2019. MELCA-Ethiopia operates in 7 project offices in 5 regional states (Oromia, SWE, Amhara, Benishangul Gumuz and Gembella.

MELCA-Ethiopia as part of its project, entitled Transformative Agro-Ecology Based Farming Practices for Climate Change Adaptation and Inclusive Livelihoods Improvement in Sheka Zone”, which is financed by horizon3000, Austrian Organization for Development Cooperation, wishes to invite a qualified and competent firm to undertake community-level Gender Analysis.

2. Purpose of the Consultancy

The assignment aims to generate evidence based, context specific analysis of gender relations, power dynamics, social norms, and institutional barriers affecting participation, access resource, decision making, and livelihood outcomes. The whole purpose of this assignment is to generate data, approach and insights to inform the design of its 2026 project on gender transformative agro-ecology, climate change adaptation, and inclusive livelihoods to communities in Sheka Zone, Southwest Ethiopia. Most importantly, the consultancy is expected key agroecology and climate adaption inclusive interventions that enhance adaptive and resilience capacities of smallholder farmers leading to reduced vulnerability to climate change effects and food and nutrition security.

3. Scope

The analysis will apply a gender transformative and intersectional approach, with particular attention to women, youth, marginalized groups, and the Menja community, examining constraints and opportunities at household, community, and institutional levels. The assessment will be conducted in mostly Yeki Woreda with some references in other woredas of Sheka zone, South Wet Ethiopia.

4. Key Outputs/deliverables

  • Gender Analysis Report with clear, prioritized context specific, innovative and transformative Agroecology based Climate adaptive remedial feasible interventions and design recommendations
  • Gender related risk and safeguarding analysis
  • Proceeding of Validation workshop and final presentation and updated final report

5. Duration: Two (2) months from the date of signing agreement

6. Eligibility

Legally registered consulting firms with demonstrated experience in gender analysis, agroecology, climate adaptation, and in design of inclusive livelihoods interventions, supported by a multidisciplinary team led by a senior gender expert.

7. Submission

Interested firms should submit separate technical and financial proposals within 10 working days during working hours. All bidders must comply with national legislation and MELCA’s safeguarding and gender policies. MELCA-Ethiopia will give priority to firms with higher women representation.
