Good Neighbors (GN) is a global non-governmental organization (NGO) founded in Korea in 1991 and currently operating in 50 countries. Since 1997, the Ethiopian branch (GNE) has been dedicated to improving living conditions through various development initiatives. GNE operates in multiple regions across Ethiopia, including Amhara, Oromia. Tigray, Benishangul Gumuz, Somall. Sidama. South Ethiopia.

1. Invitation to Bid:

Good Neighbors Ethiopia (GNE) invites eligible and qualified contractors of Grade 5 and above to submit sealed bids for the construction of primary school classroom blocks at the following specified locations:

2. Eligibility Criteria: Bidders must provide the following documents to quality,

  • Renewed Trade License for the current fiscal year.
  • Valid TIN and VAT Registration Certificate.
  • Current Tax Clearance Certificate (for the current fiscal year).
  • Valid Grade- Grade 5 or above certification under the Ethiopian construction classification system
  • Bid Security: CPO (Cash Payment Order) for 2% of the total bid amount, valid for at least 30 days from the bid submission deadline.
  • Documents full compliance with all requirements stipulated in the tender documents

3. Bidding Documents:

Availability: Bidding documents can be collected starting from 09 February 2026; Schedule: Monday to Friday, 8:00 AM – 4:00 PM (East Africa Time): Location: GNE Head Office. Ahmed Business Center, 5th Floor, Lideta Sub-City, Addis Ababa: Document Fee: A non-refundable fee of ETB 500.00 (Five Hundred Birr) is required, payable in cash at the GNE Finance Unit.

4. Bid Submission:

  • Deadline: All bids must be delivered on or before 17 February 2026. at 10:00 AM sharp to Good Neighbors Ethiopia Melkam Children Center (Locally Called Korean School), Located at the back of St. Lideta Orthodox Church, Addis Ababa.
  • Format: Bids must be submitted in sealed envelopes, clearly marked “TECHNICAL PROPOSAL” and “FINANCIAL PROPOSAL” for the respective school(s), and must include:
  • Technical Proposal: Original and one copy; Financial Proposal: Original and one copy in a separate sealed envelope: Priced Bill of Quantities (BOQ): Bid Security CPO as specified.
  • Submit your bid to the address:
  • Note: Electronic submissions, emails, or late bids will be automatically rejected.

5. Bid Submission, Site Visit, & Opening Queries

  • Bidders are required to visit and examine all project sites at their own expense and risk after collecting the bidding documents.
  • Requests for clarification must be submitted in writing to the contact below at least two (2) working days prior to the bid submission deadline.

6. Bid Opening:

  • Date: 17, February, 2026, 10:30 AM
  • Location: GNE Melkam Children Center or locally called Korea school (address above on 4).
  • Bidders or representatives may attend.

7. Key Conditions:

  • Good Neighbors Ethiopia reserves the right to accept or reject any or all bids, to annul the bidding process, or to postpone the opening, at any time prior to contract award, without incurring any liability to bidders.
  • Late submissions will not be accepted under any circumstances.
  • It is the sole responsibility of the bidder to ensure its submission is complete and fully compliant with all instructions and requirements stipulated in the bidding documents.
