Qualification Requirements

• Memorandum Association

  Bidder must submit: A complete copy of the company’s Memorandum of Association.

  Evaluation Criteria:All pages and sections of the Memorandum of Association are present and legible.

  The document confirms the legal existence and foundational details of the bidding entity.

  The company name aligns with the bidding entity

• Bid security

  Bidder MUST submit the bid security in hardcopy to the designated address before the bid submission deadline, using the form attached in this bidding document in the name of Ethiopian Roads Administration. The bid security MUST be an unconditional bid security in the form of a CPO (Certified Payment Order), Bank Guarantee, or Bid Bond

• Relevant Professional Practice Certificate

  Bidder must submit: Professional Practice Certificates or similar proof for at least two (2) contracts on similar assignments executed within the past five (5) years.

  Evaluation Criteria: Proof is provided for a minimum of two separate contracts.

  The contracts are demonstrably “similar assignments” to the current procurement.

  The execution period for these contracts falls within the last five years from the bid submission date.

  The certificates or proof clearly indicate the nature of the assignment, successful completion, and the period of execution

• Article of Association

  Bidder must submit: A complete copy of the company’s Article of Association.

  Evaluation Criteria:All pages and sections of the Article of Association are present and legible.

  The document confirms the legal status and internal governance of the bidding entity.

  The company name aligns with the bidding entity

• Certificates of satisfactory execution of contracts

  Bidder must submit: Certificates of Proof of Satisfactory Execution for contracts executed in similar assignments within the last five years.

  Evaluation Criteria:Proof is provided for contracts executed within the last five years.

  The contracts are demonstrably “similar assignments.”

  Clear proof of satisfactory execution (e.g., completion certificates, client testimonials) is provided for each contract.

  The average budgetary size of the demonstrated contracts is a minimum of ETB 10,000,000. If only one contract is submitted, its value must be at least this minimum.

• Manufacturer Authorization Letter

  Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6.

• financial statements certified by an independent auditor

   Bidder has to submit financial statements certified by an independent auditor as required in ITB Clause 15.2(a) for the period specified.

  Bidder has failed to submit dated Delivery and Completion Schedule presented as per template in Section 6, Statement of Requirements

  Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23;

  Bidder has failed to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements .

• Certificates of satisfactory execution of contracts

   Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3;

  Bidder has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b)

• valid tax clearance certificate

  Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.6(b)(iii);

  Bidder has failed to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS
