Invitation to Bid to Consultancy Service for the development of an excel based real-time data management system.
Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since 1960s. We are looking for proficient client for the development of an excel based real-time data management system. Thus, Oxfam GB is issuing this request to tender to invite all legitimate service provider with relevant experience to take part in this tender.
The Oxfam in Ethiopia implements advocacy, humanitarian and development projects across three pillars: gender justice and protection, economic and climate justice, humanitarian Response and Resilience, which is generating large MEAL data at project, programs/pillars, and program/county levels. Currently, data is collected through different tools, including digital tools like SurveyCTO, and excel based and consolidated in excel and PowerApps. This has limits real-time analysis, and increases the risk of data inconsistency, and delays in on time decision- making. To further strengthen the data management, improve its quality, and be able to track indicator timely, the OiE seeks to engage a consultant to design and develop a robust excel database system that supports real-time data entry, automated indicator updates, and create a linkage between project, program/sectoral, and the country program level indicators.
Purpose of the Assignment
The purpose of this consultancy is to design, develop, test and handover a user friendly and automated excel based data management system that enables real-time data collection, automatic aggregation, and visualization of indicators across projects, pillars/sectors and country programs, to ensure data accuracy, consistency, and usability by staff at different levels.
The specific objectives of the consultancy are to:
- Design an excel database that supports real-time data entry.
- Build excel tools with robust data validation, automated calculations, and cleaning checks.
- link project activity level data to project, sectors/pillars, and country program level indicators through automated formulas.
- Enable automatic updating of indicator progress against targets.
- create user-friendly dashboards for data visualization and decision-making.
- provide staff capacity training to use and maintain the database system.
- Embed DQA checks, data protection safeguards and controlled access.
The key tasks, scopes and deliverables required for this assessment and the essential requirements are clearly stated in the TOR. Interested service providers are invited to collect the TOR documents from Oxfam in Ethiopia, which is in the address below starting from February 11, 2026. Consultants are required to carefully read through the TOR documents and return their responses on or before close of business; Thursday February 20, 2026, at 1:00 p.m. (Local Time). This invitation to RFQ has been issued for the sole purpose of, obtaining offers for the supply of services against the specification contained within the TOR. OXFAM reserves the right not to enter or, award a contract as result of this invitation to tender. OXFAM also reserves the right to terminate any contract issued because of this ITT as set out in the contract terms and conditions.
