Invitation to Tender for the Supply of Female Breeding Goats in Afar Region.

PHE-EC invites qualified and experienced suppliers to submit sealed bids for the supply and delivery of 600 Female Breeding Goats (Doe) for women enterprise groups of PRMS organized under the EU-funded PPaT Project implemented in Amibara Woreda, Dre’ab Kebele of Afar Region; Gumibordede Woreda, Aneno Kebele of Oromia Region; and Afdem Woreda, Ruki Kebele of Somali Region. All goats must comply with the technical specifications outlined in the Tender Document, including age, breed capability, and health and vaccination requirements. Verification of compliance will be conducted by livestock experts. Delivery will occur in two phases as stated in the Terms of Reference (TOR).

Eligible suppliers must hold a valid business/trade license in livestock supply and submit a bid security of ETB 250,000, issued as a CPO or bank guarantee valid for at least three months and addressed to PHE-EC. Bidders must also demonstrate relevant experience through three work certificates or support letters issued by regional livestock bureaus and/or international NGOs, confirming successful supply of milking goats. All supporting documents will be independently verified by PHE-EC.

Interested bidders may obtain the Tender Document upon payment of a non-refundable fee of ETB 500 from the PHE-EC Addis Ababa Office, located around St. Urael Square in Kazadis Building, or from the Mesio Field Office, during working hours from April 5-15, 2026.

Bids must be submitted in two separate sealed envelopes labeled “Technical Proposal” and “Financial Proposal,” each bearing the bidder’s name, address, company seal, and the tender reference number. The bid security must be enclosed in a separate sealed envelope. All submissions must be placed in the designated bid box at either of the above offices by April 17, 2026, on or before 3:00 PM.
