Fafan Research Center requires sheep and goats for breeding purposes, with a total number of 240 animals. The animals should be above 1 year of age and have a body weight ranging from 12-15 kg. They must be in good health condition, free from both internal and external parasites, and have no history of chronic diseases. Additionally, the animals should exhibit clear, bright eyes, a smooth and healthy hair coat, and an alert and active behavior.

1. To ensure the fulfillment of the Government’s plan, the Somali Region Research Institute has allocated a budget from the ATI HDP sub. Grant fund project which is towards the procurement of the Livestock Sheep/Goat. It is intended that part of the proceeds of this budget will be applied to eligible payments under the contract for the procurement of the above Goods in the National Competitive Bid.

2. Bidders have the option to bid for any one or more items, Bids will be evaluated and contract (s) will be awarded on their quotation base taking into account discounts offered.

3. Bidders should have renewed trade license for 2018 E.C or 2025, Qualified registration certificate from the Regional Bureau of Livestock and Rural Development, Registration for Value Added Tax Certificate When purchasing this tender document & also while offering their bid.

4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application letter to the Somali Region Livestock and Agricultural Research Institute (SORLARI) and upon payment of a non-refundable fee of Birr 300.00 (Three hundred Birr only) at working hours, commencing from the above Date [At least 3 days]. The method of payment shall be in depositing to a bank account.

5. Both the technical & financial documents must be submitted to Center Finance, Procurement and Property administration Office at (Fafan, Gode, Jarati & Dollow-Ado) on or before 3:00 P.M in the afternoon on the Date Mentioned in the Table and must be accompanied by the above Different Bide security of in the form of CPO or Unconditional Bank Guarantee from a reputable bank. Late bids shall be automatically rejected.

6. The bid security validity period shall be 60 days. Submission of a lesser validity period from the cited would be a cause for rejection from the bid.

7. The bid security to be submitted by a bidder shall carefully address the purchaser’s name for which it is submitted & the validity of the bid security. Failure of stating any of which would cause rejection from the bid.

8. Requirements on the technical (qualification) documents are stated on the bid document.

9. Both Technical & Financial qualification documents shall be prepared in one original and one copy in a properly signed, stamped & clearly marked “Original” & “Copy”.

10. The bidder shall give sequential page numbers properly for each of its submitted technical documents.

11. Copy of the technical documents to be submitted by a bidder needs to be sufficiently visible.

12. Submission of lawful Supportive documents for good reputation /past work performances/, from previous employers, along with the technical documents is very helpful for the technical evaluation.

13. The bids shall be opened on the Date Indicated in the table at 3:30 P.M in the Afternoon, at which time the Technical Document will be opened first, in the presence of the bidders or their representatives who wish to attend.

14. The Institute/Centers has the right to reject those bidders with bad performance records in contract administration for the last two consecutive years.

15. The results of the technical evaluation as well as the financial document opening date shall be notified with a letter to the bidder.

16. The financial documents of the nonresponsive bidders in the technical Evaluation would not be opened. Their financial document would be returned back to them unopened.

17. Misplacing of documents would be a cause for rejection of the bid document.

18. Delivery time for procurement of these goods & related services shall be twenty days up to one months while the delivery of the works will be two month.

19. Interested bidders are invited to submit the bids enclosed in a wax- sealed envelope to the Fafan Research Center Office, Gode Research Center Office, Jarati Research Center Office and Dollow-Ado Research Center Office.
