Development and Renovation of Surface Water Harvesting Structures

PHE Ethiopia Consortium (PHEEC), in partnership with SOS Children’s Villages in Ethiopia and DSW, is implementing a project entitled: “Practice Peace and Live in Tranquility: Improving Readiness and Actions to Foster Peace Among Communities Along the Border Areas of Afar, Oromia, and Somali Regional States.”

1. Background

The project aims to contribute to the prevention, mitigation, and reduction of recurring inter-communal conflicts in Ethiopia. It seeks to foster peaceful coexistence, reduce conflict, and strengthen social cohesion among cross-border communities in the Oromia, Afar, and Somali regions.

Inter-communal conflicts in these areas are exacerbated by water scarcity and pasture shortages. To address these underlying causes, PHEEC plans to implement surface water harvesting interventions, including construction and rehabilitation of community ponds, flood control checkpoints, and runoff protection measures in selected rangeland areas.

2. Scope of Works

The bid covers three (3) surface water harvesting projects, to be implemented as one consolidated package:

  • Afar Region, Amibara Woreda, Dre’ab Kebele: Construction of a Community Pond ring
  • Oromia Region, Gumi Bordede Woreda, Aneno Kebele: Construction of a Community Pond
  • Somali Region, Afdem Woreda, Ruki Kebele: Renovation of an Existing Surface Water Harvesting Reservoir

The three projects shall be awarded as a single package to one contractor.

3. Bidder Eligibility and Licensing Requirements

Eligible bidders must meet the following requirements:

  • Possess a valid contractor’s license of Grade 3 or above in Building Construction or General Construction;
  • Hold a Water Works Contractor License (Grade 1) for specialized water-related works.

4. Equipment (Machinery) Requirements

Bidders must demonstrate ownership or valid lease agreements for the following machinery:

  • Loader – for site clearance and material handling
  • Excavator – for bulk excavation, trenching, and pit works
  • Dump Truck – for hauling excavated materials

Proof required:

Ownership certificates or valid rental/lease agreements.

5. Submission Requirements

  • Bidders shall submit both Technical and Financial Proposals.
  • The Technical Proposal and Financial Proposal must be prepared separately and sealed in one (1) outer sealed envelope, clearly marked:

“Bid for Development and Renovation of SWH – Technical & Financial Proposal”

a) Technical Proposal shall include, but not be limited to:

  • Valid contractor licenses and certifications;
  • Company profile and relevant experience in similar works;
  • List of available equipment with ownership or lease evidence;
  • Proposed methodology and work plan;
  • Any other documents required to demonstrate technical capacity.

b) Financial Proposal shall include:

  • Detailed priced Bill of Quantities (BOQ) or cost breakdown for all three projects;
  • Summary financial offer.

Important:

  • Bidders must submit prices for all three projects.
  • Partial bids (submission for only one or two projects) shall be rejected as non-responsive.

6. Evaluation Process

The bid evaluation shall be conducted in two sequential stages as outlined below:

Stage I-Technical Evaluation

  • Only the Technical Proposals will be opened and evaluated first.
  • Bidders will be assessed against mandatory eligibility, licensing, equipment availability, and technical capacity requirements.
  • Bidders who fail to meet the minimum technical and eligibility criteria shall be disqualified and their Financial Proposals shall not be considered.

Stage II – Financial Evaluation

  • Only bidders who pass the Technical Evaluation shall proceed to the Financial Evaluation.
  • Financial Proposals will be evaluated based on the aggregate total price of the three projects.

Total Evaluated Price = Project 1 + Project 2 + Project 3

No separate financial evaluation shall be conducted for individual projects.

7. Award Criteria

The contract shall be awarded to the bidder who:

  • Successfully passes the Technical Evaluation;
  • Submits a complete and responsive Financial Proposal for all three projects; and
  • Offers the lowest evaluated aggregate price.

8. Important Notes

  • The award shall not be made per individual project.
  • The three projects are treated as one package.
  • The bidder offering the lowest combined total price among technically responsive bidders shall be selected for contract award.

9. Bid Submission Deadline and Address

Interested bidders could obtain the Tender Document upon payment of a non-refundable fee of ETB 500 from the PHE EC Addis Ababa Office, located around St. Urael Square in Kazadis Building 8th Floor during working hours.

Applicants should submit a sealed Technical and Financial Proposals within seven (7) working days from the date of announcement. Late submissions shall not be accepted and will be returned unopened.

PHEEC has the right reject the bid fully or partially and to accept or reject any or all bids without incurring any liability to bidders if better alternative available.
