Assignment Title: Study of operational efficiency of sanitation treatment facilities and development of reuse guideline, a business strategy, business plan and legal framework.

1, OBJECTIVES OF THE ASSIGNMENT
The purpose of this assignment is to evaluate the operational performance of Ethiopia’s some representative sanitation treatment facilities, enhance the recovery and reuse of resources from wastewater and sludge, develop a strong legal and institutional framework to support sustainable, environmentally sound sanitation services and develop a business strategy and business plan which will be the roadmap for technical and economic viability and implementation.
2. SCOPE OF THE CONSULTANCY SERVICE
The following main activities, but not limited, should be carried out by the Consultant: Identification and Sampling Framework, Desk Review, Field Assessment, Gap Analysis, Resource Recovery and Reuse Guidelines, Legal and Regulatory Framework Recommendations, Reuse and resource recovery Financing Strategy and Business Plan, Stakeholder Analysis and Engagement Reporting and Consultation,
3. DURATION OF ASSIGNMENT and CONTRACT:
The total duration of the assignment is expected to be ten to twelve (10-12) months.
The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short-listing criterions are:
I. Core business and years in business
II. Qualification & Relevant Experience of the firm in the field of assignment (Specific Experience)
III. Organizational, managerial and technical capabilities of the firm,
IV. A consultant registered with EGP is preferred (Please attach the EGP Registration certificate),
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3,16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth edition 2020 the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulation (PPA).
