1. The Government of Ethiopia has applied for financing from the World Bank toward the cost of the Power Sector Reform, Investment and Modernization in Ethiopia (PRIME-1) – Additional Finance, and intends to apply part of the proceeds toward payments under the Contract for Plant Design, Manufacture, Supply & Installation of Overhead and Underground Power Transmission Lines Associated with Addis Ababa Power Supply Reinforcement Project – Lot 5: Plant Design, Supply, Installation, Test and Commissioning of Kaliti I-Gofa-Addis Center- Black Lion 132kV; Cotobie – Weregenu 132kV; Gurarad Lines 230kV & 132kV LiLo; and Kaliti North 132kV LiLo Transmission Lines. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through a letter of credit.
2. The Ethiopian Electric Power now invites sealed Bids from eligible bidders for Plant Design, Manufacture, Supply & Installation of Overhead and Underground Power Transmission Lines Associated with Addis Ababa Power Supply Reinforcement Project – Lot 5: Plant Design, Supply, Installation, Test and Commissioning of Kaliti I-Gofa-Addis Center- Black Lion 132kV; Cotobie – Weregenu 132kV; Gurara Lines 230kV & 132kV LiLo; and Kaliti North 132kV LiLo Transmission Lines. The expected duration of the contract is 730 days, plus 365 days of defect liability period. No margin of domestic preference shall apply, and bidders are required to meet the following key qualification criteria, which include:

Financial Capabilities |
Submission of audited balance sheets or if not required by the law of the Bidder’s Country, other financial statements acceptable to the Employer, for the last five (5) years to demonstrate the current soundness of the Bidder’s financial position and its prospective long-term profitability. |

Average Annual Turnover |
Minimum average annual turnover in power sector USD 45 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years |

Financial Resources |
The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirements: USD 7 million, and (ii) the overall cash flow requirements for this contract and its current commitments. |

4.1 General Experience |
Experience in power sector under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years starting 1st January 2021. |

4.2 (a) Specific Experience |
Participation as contractor, joint venture member, management contractor, or subcontractor in at least Two (2) contracts for design, supply and installation of 132kV UG transmission lines or above within the last five (5) years, each with a value of at least USD 25 million; or One (1) contract for design, supply and installation of 132kV UG transmission lines or above within the last five (5) years, with a value of at least USD 50 million where all have been successfully or substantially completed and that are similar to the proposed Plant and Installation Services. The similarity of the contracts shall be based on the physical size, complexity, construction method, technology, and/or other characteristics. |

4.2 (b) Specific Experience |
For the above or other contracts executed during the period stipulated in 4.2(a) above, a minimum experience in the following key activities: i) detail engineering design for construction of at least one (1) 132 kV or above UG transmission line; ii) erection, test, & commissioning of at least 20 km of 132 kV UG Transmission line in urban area that becomes successfully operational at least one year before bid opening. Note: Engineering design activity can be met through a specialized contractor. |

4.2(c) Specific Experience in managing ES aspects
|
For the contracts in 4.2 (a) above and/or any other contracts as prime contractor, joint venture member, or subcontractor between 1st January 2021 and the application submission deadline, experience in managing ES risks and impacts in the following aspects: (i) Health and Safety on project areas and working areas (Community Health and Safety); (ii) Traffic management. (iii) Emergency Management (iv) Wastewater management. (v) Management of Labor Camps- |
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, seventh edition, September 2025” (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for rated criteria (including technical and non-price factors): 60% and for Bid cost: 40%.
5. Interested eligible Bidders may obtain further information from Ethiopian Electric Power, Engineer Tsion Birhanu, tsion.birhanu@eep.com.et, tsionnaod@gmail.com and inspect the bidding document during office hours 8:00 hours to 17:00 hours Ethiopian Time at the address given below.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 or 15,500.00 Ethiopian Birr. The method of payment will be in cash or cashier’s cheque or through telegraphic transfer to EEP Transmission Construction A/C No. 1000252665203, Commercial Bank of Ethiopia (CBE) Arada Ghiogis Branch, swift code: CBETEAA; and EEP BUMBUNA HPP A/C No. 0101181300051, National Bank Ethiopia (NBE) Swift Code: NBETETAA, for ETB and Foreign Currency Account, respectively, starting from 23 April 2026. The document will be collected by local representatives from the address given below or will be couriered to the bidder through courier service prearranged and paid by the bidder.
7. Bids must be delivered to the address below on or before 9 June 2026 at 14:00 hours Ethiopian Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 9 June 2026 at 14:00 hour Ethiopian Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a Bid-Securing Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
