1. The Government of Ethiopia has applied for financing from the World Bank toward the cost of Power Sector Reform, Investment and Modernization in Ethiopia (PRIME-1)-Additional Finance, and intends to apply part of the proceeds toward payments under the contract for Design, Manufacture, Supply, and Delivery toSite for Substation Equipment of Addis Ababa Power Supply Reinforcement Project – Lot-3: Design, Manufacture, Supply and Delivery to site for Substation Equipment of Gelan, Legetafo and Sululta substations; and Lot-4: Design, Manufacture, Supply and Delivery to site for Substation Equipment of Addis West, Cotobie, Gefersa, Kaliti II, Mekenisa, Sebeta and Torhayloch Substations. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ethiopian Electric Power now invites sealed bids from eligible bidders for Design, Manufacture, Supply, and Delivery to Site for Substation Equipment of Addis Ababa Power Supply Reinforcement Project – Lot-3: Design, Manufacture, Supply and Delivery to site for Substation Equipment of Gelan, Legetafo and Sululta substations; and Lot-4: Design, Manufacture, Supply and Delivery to site for Substation Equipment of Addis West,
Cotobie, Gefersa, Kaliti II, Mekenisa, Sebeta and Torhayloch Substations. The expected duration of the contract is 12 months,plus 12 months of defect liability period. No margin of domestic preference shall apply, and bidders are required to meet the key qualification criteria, which include:

Financial Capabilities |
The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last five (5) years prior to the bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member; |

Specific Experience |
The Bidder shall demonstrate that it has successfully completed at least two (2) contracts, each with a value of at least US$ 25 million, or one (1) contract with a value of US$ 50 million within the last five (5) years for Lot-3; and at least two (2) contracts, each with a value of at least US$ 20 million, or one (1) contract with a value of US$ 40 million within the last five (5) years for Lot-4, that are similar in nature and complexity to the Goods and Related Services under the Contract. |

Documentary Evidence |
The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the usage requirement. Technical submittals required with the bid shall include the following: 1. Guaranteed Technical Characteristic Schedules provided for all parts 2. Outlined dimension/general arrangement drawings showing layout of components; 3. descriptive literature giving full technical details of equipment offered (technical data sheets, drawings, catalogs, and other technical documents); 4. Type test certificates/reports for major items; 5. detailed reference lists of clients/customers already using equipment offered; 6. details of Manufacturer’s Quality Assurance Policy/Program; 7. deviations from specifications; |
3. Bidding shall be conducted through international competitive procurement using a Request for Bids (RFB)as specified in the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“Procurement Regulations”) and is open to all eligible bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for rated criteria (including technical and non-price factors): 60% and for bid cost, 40%.
5. Interested eligible Bidders may obtain further information from Ethiopian Electric Power, Engineer Tsion Birhanu, tsion.birhanu@eep.com.et, tsionnaod@gmail.com and inspect the bidding document during office hours 8:00 to 17:00 hours Ethiopian local time at the address given below.
6. The bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of fifteen thousand five hundred Ethiopian birr (ETB 15,500) or one hundred US dollars (US$ 100). The method of payment will be in cash or cashier’s cheque or through telegraphic transfer to EEP Transmission Construction A/C no. 1000252665203, Commercial Bank of Ethiopia (CBE) Arada Ghiogis Branch, swift code: CBETEAA; and EEPBUMBUNAHPP A/C No. 0101181300051, National Bank Ethiopia (NBE) Swift Code: NBETETAA, for ETB and Foreign Currency Account, respectively, starting from 23 April 2026. The document will be collected by local representatives from the address given below or will be couriered to the bidder through courier service pre-arranged and paid by the bidder.
7. Bids must be delivered to the address below on or before 9 June 2026 at 14:00 hours Ethiopian time. Electronic Bidding will not be permitted. Late bids will be rejected. The outer bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below on 9 June 2026 at 14:00 hours Ethiopian time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a bid-securing declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
