Financial Qualification

Factor Criteria
Annual Construction Turnover

i) For Local Bidders (individual firms or Joint Venture):

Peak annual construction turnover of ETB 2.122 Billion calculated as total certified payments received for contracts in progress or completed within the last Five (5) years.

ii) For Foreign Bidders (individual firms or Joint Venture):

Average annual construction turnover of ETB 4.244 Billion calculated as total certified payments received for contracts in progress or completed within the last Five (5) years.

iii) For a Joint Venture of Local and Foreign Bidders:

Average annual construction turnover of ETB 3.183 Billion calculated as total certified payments received for contracts in progress or completed within the last Five (5) years.

Historical Financial Performance

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the last Five (5) years to demonstrate the current soundness of the Bidder’s financial position and its prospective long-term profitability.

  • Annual financial statements shall be prepared by certified auditors but not by an accountant or accounting firms in case of Ethiopian Bidders. Financial statements prepared by accounting firms will not be accepted.
  • The audited financial statement prepared by an independent certified Auditor shall be cross checked with the record from the concerned Revenue and Custom Authority for local Bidders and shall be notarized by appropriate Notary Public and authenticated by the Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia for Foreign Bidders. Non-notarized and unauthenticated financial statement will not be accepted for foreign Bidders.
  • While converting the annual turnover of other currencies to ETB, the applicable exchange rate of National Bank of Ethiopia for the date ending of each audit period shall be used
Financial Resources

​Cash flow requirement

The Bidder must demonstrate (propose) access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, net of current commitments, available to meet the total construction cash flow demands of the subject contract amounts ETB 530.526 Million for local Bidders, and ETB 707.368 Million for foreign Bidders. The cash flow requirement for the JV b/n local and foreign Bidders is the same with that of foreign Bidders.

In case of a JV, the cash flow requirement can be fulfilled in the name of the lead firm.

1.4 Conflict of Interest

No conflict of interest as described in ITB Clause 6.

1.5 Debarred by decision of the FPPA

Not having been debarred by decision of the Public Procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.3.

1.1 Nationality

Nationality in accordance with ITB Clause 4.2

1.6 Valid trade license

Having been submitted valid trade license issued by the country of establishment in accordance with ITB Clause 4.5.

For Domestic Bidders:

Trading License renewed for 2018 EFY; and

For Foreign Bidders:

Business organization registration certificate or Trade License issued by the country of establishment.

1.2 Business organization registration certificate

Having been submitted valid business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.5.

 

1.9 Government Owned Entity

Compliance with conditions of ITB Clause 4.4

1.7 VAT registration certificate

VAT registration certificate issued by the Tax Authority in accordance with ITB Clause 4.5.

1.8 Valid tax clearance certificate

Tax clearance certificate, which states its eligibility to participate in public tenders and valid at least at the deadline for submission of bids in accordance with ITB Clause 4.5.

Among the staff mentioned in Sub-Clause 2.1 Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements;

-Project Manager (1)

  • Educational Qualification – B.Sc. in Civil Engineering or Construction Technology and Management
  • Experience – Minimum Total Work Experience in Construction projects: 10 Years, Minimum Min. Experience in road construction project: 8 Years & Minimum Specific Experience in Similar Positions: 3 Years.

-Construction Engineer (1)

  • Educational Qualification – B.Sc. in Civil Engineering or Construction Technology and Management
  • Experience – Minimum Total Work Experience in Construction projects: 8 Years, Minimum Min. Experience in road construction project: 6 Years & Minimum Specific Experience in Similar Positions: 2 Years.

-Material Engineer (1)

  • Educational Qualification -B.Sc. in Civil Engineering or related fields
  • Experience – Minimum Total Work Experience in Construction projects: 8 Years, Minimum Min. Experience in road construction project: 6 Years & Minimum Specific Experience in Similar Positions: 3 Years.

-Structural Engineer (1)

  • Educational Qualification – B.Sc. in Civil Engineering
  • Experience – Minimum Total Work Experience in Construction projects: 8 Years, Minimum Min. Experience in road construction project: 6 Years & Minimum Specific Experience in Similar Positions: 3 Years.

-Electrical Engineer (1)

  • Educational Qualification – B.Sc. in Electrical Engineering
  • Experience – Minimum Total Work Experience in Construction projects: 5 Years, Minimum Min. Experience in road construction project: 3 Years & Minimum Specific Experience in Similar Positions: 2 Years.

-Construction Superintendent (1)

  • Educational Qualification – College Diploma Graduate from Technical School in related field/ B.Sc. in Civil Engineering.
  • Experience – Minimum Total Work Experience in Construction projects: 8/6 Years, Minimum Min. Experience in road construction project: 6/4 Years & Minimum Specific Experience in Similar Positions: 3/2 Years.

-Quantity Surveyor (1)

  • Educational Qualification – Advance Diploma in Civil Engineering/ B.Sc. in Civil Engineering
  • Experience – Minimum Total Work Experience in Construction projects: 8/6 Years, Minimum Min. Experience in road construction project: 6/4 Years & Minimum Specific Experience in Similar Positions: 3/2 Years.

-Chief Surveyor (1)

  • Educational Qualification – Advance Diploma in Surveying/ B.Sc. in Surveying
  • Experience – Minimum Total Work Experience in Construction projects: 8/6 Years, Minimum Min. Experience in road construction project: 6/4 Years & Minimum Specific Experience in Similar Positions: 3/2 Years.

-Laboratory Technician (1)

  • Educational Qualification – Diploma in Civil Engineering or related fields/B.Sc. in Civil Engineering
  • Experience – Minimum Total Work Experience in Construction projects: 8/6 Years, Minimum Min. Experience in road construction project: 6/4 Years & Minimum Specific Experience in Similar Positions: 3/2 Years.

-Road Safety officer (1)

  • Educational Qualification – B.Sc. in Civil Engineering or Construction Technology and Management or other related fields
  • Experience – Minimum Total Work Experience in Construction projects: 5 Years & Minimum Min. Experience in road construction project: 2 Years.

At least staff currently work for the Bidder.

Technical Qualification

Factor Criteria
General experience

For Local Bidders: A minimum of Two (2) years of experience under construction contracts in the role of Contractor, Joint Venture partner or Sub-Contractor prior to the deadline for bid submission.

For Foreign Bidders: A minimum of Five (5) years of experience under construction contracts in the role of Contractor, Joint Venture partner or Sub-Contractor prior to the deadline for bid submission.

The general experience of a Bidder shall be counted from the date of signing of its first construction contract in the role of Contractor, Joint Venture partner or Sub-Contractor.

Organizational chart of management staff

Bidders to show in detail the organizational chart of both the head office and site staff

Equipment for the implementation of the contract

The Bidders should own, or have assured access to (through hire, lease, purchase agreement, or other means) list of the following essential major equipment for the execution of the Contract:

  15. (1) Power Broom or blower

Work Methods and Programs

Proposed work methods and program in sufficient detail to demonstrate the adequacy of the Bidders proposal to meet the technical specifications within the completion period.

Proposal for subcontracting
  • Any proposal for sub-contracting elements of the works such that the total of sub-contracting is more than 10% of the Bid price.
  • Detail proposals for sub-contracting any highly specialized elements of the Works to named Specialist sub-contractors
Proposed site facilities

The Bidder shall provide a detailed description of his construction camp, staff housing arrangements and other facilities including all electrical power and water supply and distribution systems, sewerage and other waste disposal systems and all other things necessary for servicing the Contractor’s camp.

Sources of construction material

The Bidders are advised to visit the site and indicate the sources of stone, brick, sand, embankment materials, bitumen and other materials.

History of nonperforming contracts

i) Non-performance of a contract did not occur within the last Two (2) years prior to the deadline for bid submission based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the Bidder have been exhausted.

     In addition to the submitted information, the Employer reserves the right to obtain any records of non-performance of the Bidders in the past 2 years from official records within or outside of Ethiopia as a basis for qualification.

ii)   Poor performance of a contract did not occur within the last One (1) month prior to the deadline for bid submission on ongoing or completed projects of AACRA.

(iii) Poor performance of a contract did not occur for the preceding month before the deadline for bid submission on projects of ERA according to ERA’s Monthly Contractor’s Performance Assessment, for a Bidder who has no current contract commitment with AACRA. For a Bidder who has current contract commitment with AACRA, ERA’s Monthly Contractor’s Performance Assessment will not be used for the evaluation of the Bidder’s performance.

iv)    Poor performance of a contract did not occur within the last six (6) months prior to the deadline for bid submission for a Bidder who has no current contract commitment with AACRA and ERA. If the Employer, based on full documentary evidence, discovers such poor-performance history of a Bidder at any stage of the bidding process before signing of the contract, he will reject the Bidder from the proceeding stages of procurement.

 

Pending litigation

All pending litigation shall in total not represent more than Thirty Percent (30%) of the Bidder’s net worth and shall be treated as resolved against the Bidder. 

Specific experience

For Local Bidders

At least One (1) new or upgrading or rehabilitation road/airfield construction project with any asphalt surfacing type including asphalt concrete or bituminous surface treatments with a minimum length of 17.30 km which is 75% successfully and substantially completed within the last 10 years as Contractor, Joint Venture partner or Sub-Contractor with a contract price of at least ETB 3.360 Billion.

OR

At least Two (2) new or upgrading or rehabilitation road/airfield construction projects with any asphalt surfacing type including asphalt concrete or bituminous surface treatments each with a minimum length of 8.65 km which are 75% successfully and substantially completed within the last 10 years as Contractor, Joint Venture partner or Sub-Contractor each with a contract price of at least ETB 1.680 Billion.

OR

At least Three (3) new or upgrading or rehabilitation road/airfield construction projects with any asphalt surfacing type including asphalt concrete or bituminous surface treatments each with a minimum length of 5.77 km which are 75% successfully and substantially completed within the last 10 years as Contractor, Joint Venture partner or Sub-Contractor each with a contract price of at least ETB 1.120 Billion.

 

For Foreign Bidders

At least two (2) new or upgrading or rehabilitation road construction projects with asphalt concrete surfacing each with a minimum length of 17.30 km which are 85% successfully and substantially completed within the last ten (10) years as Contractor, Joint Venture partner or Sub-Contractor each with a contract price of at least ETB 3.360 Billion

If the Bidder is a joint venture formed between local and foreign firms, it is the Specific Construction Experience criteria set for Foreign Bidders that shall be met collectively by “All Parties combined”.
