Financial Qualification

Factor	Criteria
Audit Report Document	Consultant has to submit financial statements certified by an independent auditor as required in ITC Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria;

Legal Qualification

Factor	Criteria
Valid business license	Consultant has to submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause 4.5(b) (i);
VAT registration certificate	Domestic Consultant has to submit VAT registration certificate issued by the tax authority in accordance with ITC Clause 4. 5(b)(ii);
Valid tax clearance certificate	Domestic Consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b) (iii);

Professional Qualification

Factor	Criteria
CVs of the Professional staff	Consultant has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Technical Qualification

Factor	Criteria
Key personel	The company should have experienced key personnel which includes one web-engineer who have BA degree with more than 10 years’ experience in software development in health; and Integration expert who has more than 5 years’ experience on API development and integration and public health professional with BA in public health and related fields and have minimum of 2 years’ experience in electronic medical recording.
Experience in API development	Experience in API development and system integration within health systems, demonstrated through at least two (2) actual completed projects.
Experience	Implemented full EMR in a minimum of 30 public health facilities and minimum five years’ experience in electronic medical records (EMR) software development and implementation
