  Bidder has failed to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements .

• ጥቃቅንና አነስተኛ ማህበራቱ ጨረታ ማስከበሪያ እና በውል ማስከበሪያ ምትክ ማህበራቱን ካደራጃቸው የመንግስት ተቋም የሚሰጥ የጨረታ ማስከበሪያ የድጋፍ ደብዳቤ እና የውል ማስከበሪያ ደብዳቤ በመመሪያ ቁጥር 1073/2017 መሰረት የሚቀርበው የድጋፍ ደብዳቤ ዋስትና የተሰጠበትን የገንዘብ መጠን በመጥቀስማህበራቱን ባደራጃቸው መ/ቤት የበላይ ኃላፊ የተፈረመ መሆን አለበት፡፡
