Procurement Number: ASDEPO/SR/002/ 2026

Action for Social Development and Environmental Protection Organization (ASDEPO) is a national civil society organization implementing both humanitarian and development response programs. In line with its mission,

ASDEPO is looking for transportation service providers to be contracted for 1 year (2026 GC) which shall include different fright transportation to be rendered throughout Ethiopia. The service needed is divided in to two lots. Lot I. For shipping of goods from loading area to unloading area, mostly cross region, and Lot II: For distribution of goods from woreda to kebeles. The service providers are required to cover fuel cost, driver, any maintenance required for the vehicles, and insurance coverage for the fright they will transport and for third party damages. Hence, ASDEPO invites all interested & eligible bidders that are qualified, technically competent and have valid license for the current Ethiopian Fiscal Year to participate on the bid.

Bid Requirements

1. Bidding will be conducted in accordance with the open tendering procedures contained in the Directives of the Organization and other Relevant Laws of the Country, and is open to all eligible bidders.

2. Bidders shall present a copy of renewed Trade license, Certificate of registration, Tax Clearance certification, VAT Registration Certificate and TIN Registration Certificate as part of technical proposal.

3. The bid document submission must be accompanied by a Bid Bond Amount of ETB 50,000 in the form of Unconditional Cashier’s Payment Order (C.P.O) or Bank guarantee.

4. Bidders should indicate whether the price includes or excludes all applicable taxes.

5. The price must be including of fuel and other related costs.

6. Bid should be submitted in two separate sealed envelopes, Financial and Technical proposals, addressed to ASDEPO,

7. The envelopes should clearly indicate the Invitation to bid reference number Ref. “ASDEPO/ SR/002/ 2026”

8. LOTI:

a. Price quotation: must consider single trip and only for the distance of loading and unloading area coverage. Note that sometimes loading location will be out of Addis Ababa.

b. Bid submission: Bid document must be deposited in the bid box prepared for this purpose at ASDEPO head office, located in Lemikura Subcity, Woreda 08, around Figa light on or before February 19, 2026, 10:00 AM (Morning)

c. Bid opening: Bid opening shall be held by February 19, 2026, 10:15 AM (Morning) with the presence of bidders and/or their representatives who want to attend.

9. LOT II:

d. Price quotation: must be for round trip from woredas to kebeles-in and out coverage while holding ASDEPOS goods.

e. Bid submission: Bid document must be deposited in the bid box prepared for this purpose at ASDEPO head office, located in Lemikura Subcity, Woreda 08, around Figa light on or before February 26, 2026, 10:00 AM (Morning)

f. Bid opening: Bid opening shall be held by February 26, 2026, 10:15 AM (Morning) with the presence of bidders and/or their representatives who want to attend.

10. Eligible bidders shall submit their Bid Quotation in the blow bid submission table. Note: No separate bid document is available at ASDEPO.

11. After award letter is received, winner transporters are required to submit a one-year performance bond of Birr 100,000,

12. Failure to comply with any of the conditions stated above shall entail automatic rejection.

13. ASDEPO retains the right to fully or partially cancel the bid, if better options are availed.
