Bid Invitation – Supply and Delivery of Baled Grass Hay

Dorcas Aid Ethiopia (DAE) is a non-governmental, not-for-profit, humanitarian, and non-denominational Christian organization that has been operational in Ethiopia since 1994. DAE implements both development and humanitarian programs, including child sponsorship, vocational training, community- based support, WASH, HIV/AIDS prevention, and emergency response interventions.

DAE is currently implementing the Start Fund Network Anticipatory Action Project in Midaga Tola and Fedis districts of East Hararge Zone, Oromia Region. The project aims to protect and sustain the lives of drought-affected livestock resulting from consecutive rainfall failures.

Accordingly, DAE invites eligible and interested bidders to participate in a tender for the supply and delivery of 30,000 bales of high-quality grass hay.

1. Description of the Goods

• Item: Baled grass hay
• Quantity: 30,000 bales
• Weight: 20 kg per bale
• Quality Standard: (Clean, well-dried, and free from mold, dust, and contaminants, and suitable for livestock feeding).

2. Submission Requirements

Bidders must submit complete bid documents comprising one original (marked “Original”) and one copy (marked “Copy”) in a wax-sealed envelope clearly stating the tender name and reference number.

The envelope must contain:

• Valid business license (current fiscal year)
• VAT and TIN registration certificates
• Evidence of previous experience in supplying hay/animal feed and distribution)
• Technical and financial proposal combined in one sealed envelope, including:
  • Total price inclusive of transportation and VAT
  • Delivery schedule of 20 days to the project sites: (Fedis: 25 km, Midaga Tola: 60 km)

3. Submission Address and Deadline

Bids must be deposited in the Tender Box at any of the following VSF-Suisse offices:

• Addis Ababa Office (around Bole Mikael)

4. Bid Opening

Bids will be opened in the presence of bidders or their representatives on: February 18, 2026, at 4:30 AM local time
