  (also known as DOCTORS WITHOUT BORDERS OR MSF-HOLLAND/ ETHIOPIA MISSION) is a private, non-profit; International Humanitarian Medical Organization, which intervenes in emergencies and crisis situation, to relieve human suffering from unmet medical needs, and to create a space for humanity.

MSF-HOLLAND invites sealed bids from qualified Insurance companies with a valid and renewed business license for the year, along with TIN and VAT certificates, for the insurance service of vehicle, warehouse and staff insurance coverage.

1. Scope of Services

The selected insurance company shall provide:

• Staff insurance: MSF Holland has around 600 staff employed under the organization, to provide the medical services and we are seeking to procure Term life Insurance coverage and an add on to cover 24 hr accident related disability from a licensed insurance company operating in Ethiopia.
• Group Term Life Insurance coverage for all eligible employees (death due to natural causes or illness).
• Group Personal Accident Insurance as an add on covering:
• Accidental death
• Permanent total disability
• Partial disability
• Medical expenses reimbursement
• Funeral expenses
• Workman’s Insurance for a limited number of temporary staff including a similar coverage as GPA Special Risk Insurance Coverage:
• Coverage that explicitly accounts for MSF’s intervention areas, which are often high-conflict and high-risk zones.
• Protection for employees working in volatile environments, including risks related to conflict, çivil unrest, epidemics, natural disaster and other 489209 extraordinary hazards.
• Warehouse Insurance [Medical and Logistics]
• Warehouse insurance for Burglary & House breaking
• Warehouse insurance for Fire & Lightening
• Warehouse insurance for PVT(Political Violence and terrorism)
• Vehicle Insurance
• Motor comprehensive insurance coverage which covers for 24 hours in off-road and main road within the boundary of Ethiopia. Our vehicle types are Toyota land cruisers (pickups and hardtops), Toyota minibus, Hyundai Grand i10, Toyota Corolla-Cross, Isuzu NPR and Hino trucks.
• BSG-(Bandit-Shifta-Gorilla) for Land Cruisers, pick-ups and trucks
• Third Party insurance

2. Must Meet Criteria for Insurance Providers

• Licensed by the National Bank of Ethiopia (NBE) to provide life and accident insurance.
• Valid license and tin number
• Minimum of 5 years’ experience in the insurance industry.
• Demonstrated financial stability and strong claims settlement record.
• Ability to provide nationwide coverage.
• Annual Audit Report for the year of 2017E.C

Proposal Submission Requirements

• Interested insurance companies must submit their proposal with separate sealed envelopes original and copy.
• Company profile and organization’s insurance types and terms
• Details of proposed coverage and benefits as well as terms and conditions
• Recommendations from organizations. INGOs is a plus
• Premium rates and payment terms, dividing between the different types of offers.

3. Instructions to Bidders

• Interested bidders can collect tender document required for the proposal at the MSF Holland office on the address stated below at (No. 6), by 25 February 2026 (Latest date to collect bids documents)
• Proposals must be submitted in sealed envelopes clearly marked Bid for Insurance Services ET/MSFH/ITB/INS/007/26 MSF Holland
• Ethiopia” with the original and copy in separate envelopes.
• Bids must be delivered to the MSF Holland Ethiopia office on the address shown below
• Late submissions will not be considered.
• If interested, there will be questions and Answers session /clarifications on February 18, 2026, at 10:00AM to 11:00 AM. at MSH Holland office in Addis Ababa. This is not mandatory.
• Any bidders interested in visiting the warehouses should inform with the below contact numbers 3 (Three) days before the planned visiting date.

4. Bid Submission & Requirements

• A complete set of tender documents can be collected from the address stated below at (No. 6) starting from February 12,2026, during office working hours (PLEASE COME WITH YOUR COMPANY’S EMAIL ADDRESS [Tender documents will be sent to your email after nder docum registration)
• All eligible bidders are permitted to collect the tender documents. Bid Submission Deadline: Bids must be delivered on February 26, 2025, 8:30AM to 10:00 AM only to the address listed below at (No. 6). Arrivals after 10:00 AM will be disqualified.

5. Bid Opening:

• Bids will be opened publicly in the presence of bidders or their authorized representatives who choose to attend on February 26, 2026, at 10:30 AM, to check if the must meet the criteria. The MSF-H tender committee will then proceed with the internal evaluation of the bids, The results will be posted on the notice board outside the MSF-H office.
