The Government of the Federal Democratic Republic of Ethiopia has received financing from the African Development Bank (AfDB) toward the cost of the Second Ethiopia-Djibouti Power System Interconnection Project and intends to apply part of the agreed amount for payments under the contract for Environmental, Social, Health and Safety Compliance Audit (ESHS-CA) Services. The project aims to enhance regional power interconnection capacity between Ethiopia and Djibouti through the construction of high-voltage transmission infrastructure and associated substations.

The consultant for this assignment will, among other activities:

  • Conduct an assessment of whether the mitigation and management options identified in the ESIA, RAP, and other project-based Environmental and Social documents fully covered the project components, including transmission line (Row) and substations.
  • Assess whether there are any identified, unforeseen, or residual environmental and social impacts associated with the project and how these were addressed before the end of the project implementation period.
  • Assess to identify areas of non/or partial compliance, as well as unforeseen and residual risks and impacts, and propose corrective actions to be taken based on the project environmental and social impact assessment, monitoring, and follow-up reports. way on Dr
  • Undertake consultation with relevant stakeholders, including PAPS and other community members, on the AfDB’s Environmental & Social Assessment Procedures (ESAP) compliance and assess the proper documentation available to the project, bgnibbed a Lobulbar Assess Procedures (ESAP) of the project before and even after the closure of the project. Identify partial and/ or non-compliance, good practices, deficiencies, and recommend corrective actions with implementation scheduled considering the project time-frame.
  •  Examine significant risks, including chemical use, waste management, risk of soil and groundwater contamination, and fire and explosion risks, including but not limited to the following:
  • Evaluate performance of the measures taken to protect and assist affected vulnerable persons and groups as identified in the Environmental and Social instruments of the project.
  • Critically examine the functionality and effectiveness of the grievance redress processes and outcomes.

Assess the performance of gender issues in the project’s E&S interventions.

Undertake a community consultation; examine the record of complaints from the local community and systems to follow these up.

Develop a final Environmental Social Health and Safety Compliance Audit (ESHS-CA) report comprises identified gaps and the respective recommendations acceptable to the National and AfDB standards.

The estimated duration of the project is approximately thirty-four (34) weeks in total.

The Ethiopian Electric Power (EEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy for Bank Funded Operations (October 2015) which is available on the Bank’s website at http://www.afdb.org 

The shortlisting criteria will include assessment/review of the consultants:

(i) Core business and years in business;

(ii) Relevant Experience in the field of assignment; and

(iii) Technical and managerial capability of the firm. Individual experts’ bio data/CV is not required, and Key Experts will not be evaluated at the shortlisting stage.
