To all Grade I water well drilling and construction contractors

The Ethiopian Petroleum Supply Enterprise (EPSE) hereby invites sealed bids from eligible local bidders for the drilling, construction, and pumping test of one water production well/borehole for the Smart retail fuel station and the associated building, located in Addis Ababa, Akaki Kality Sub-city, around Alem Bank. The work shall include the provision of all necessary equipment, materials, and labor under this contract, in accordance with the terms and conditions of the tender documents.

  1. Bidding will be conducted in accordance with the open national tendering procedures contained in the Public Procurement Proclamation of the Federal Democratic Republic of Ethiopia. It is open to all registered contractors who can provide valid documents evidencing their eligibility (TIN, VAT, valid trade license, tax clearance, and certificate of registration as a contractor).
  2. A complete set of bidding documents, prepared in the English language, may be obtained by interested bidders at the address indicated in 8(b) upon payment of a non-refundable fee of Ethiopian Birr 500.00 (Five Hundred Birr Only). Interested bidders may obtain further information from EPSE and inspect the bidding documents at the address indicated in 8(a) from 08:00 to 12:00 hours (morning) and from 01:00 to 05:00 hours (afternoon).
  3. Bids shall be valid for a period of 120 days after bid opening and must be accompanied by a bid security of Birr 500,000.00 in the form of a Bank Guarantee or Cash Payment Order (CPO), issued in the name of the Ethiopian Petroleum Supply Enterprise by a bank established in Ethiopia.
  4. Bidders shall submit their bids in two separate outer envelopes: the first containing the original and a copy of the technical proposal, and the second containing the original and a copy of the financial proposal. The bid security shall be included in the original technical proposal envelope if it is not sent directly by the bank to the purchaser or submitted at the time of bid opening.
  5. Bids must be delivered to the address indicated in 8(c) on or before 27/4/2026, at 10:00 AM morning Addis Ababa time.
  6. Bids will be opened in the presence of bidders’ representatives who choose to attend, at the address indicated in 8(d) on 27/4/2026, at 10:05 AM Addis Ababa time.
