The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Research component and intends to apply part of the proceeds toward payments under the contract Procurement of Construction Establishment of Fish Parent Stock Centre at Sebata ARC.

1. Ethiopia Institution of Agricultural Research invites sealed Bids from eligible and qualified Bidders for the following Procurement of Construction Establishment of Fish Parent Stock Centre at Sebata ARC in Oromia National Regional State.

2. Bidding will be Conducted through National Competitive procurement using a Request for a Bids (RFB) as specified in the World Bank’s “Procurement Regulation” for IPF Borrowers/Grant” (fifth edition September 2023 “Procurement Regulation”), and is open to all Bidders as defined in the Procurement Regulations.

3. Interested eligible bidders may obtain further information from Ethiopia Institution of Agricultural Research, Food System Resilience Program Procurement Department inspect the Bidding Document at the address given below from 8:00 A.M to 12:00 A.M & 1:00 PM to 5:00 P.M from Monday to Friday before the closing date.

4. The bidders shall furnish the following documents to fulfill the eligibility criteria:

a. Trade license renewed in 2018 E.C, b. Current Tax clearance certificate,

c. VAT registration, d. Tin certificate, e. Supply list from PPPAA, f. Commercial trade registration,

g. Bid Security amounted Stated below, and h. Certificate of registration and competence as category WWC-3 issued by Ministry of Water and Energy valid for 2018 E.C.

5. Eligible and Interested bidders can buy the bidding documents from address below during working hours up on the submission of bid and the payment must in Non-refundable free of ETB 500.00 (Five hundred Birr). The method of payment will be in deposited to EIAR account 1000005069452 with presentation of deposit slip in and inspect the bidding document during office hours from 8:00 A.M to 12:00 A.M & 1:00 PM to 5:00 PM from Monday to Friday before closing date.

6. Bids must be delivered/submitted to the address below at or before 2:00 PM on May 7, 2026 One Original and Two Copies of Technical and Financial Proposals sealed separately and enclosed in one other envelope in accordance with the requirements presented in the bid date sheet. The Bid will be opened at 2:30 PM on May 7, 2026 in the presence of Bidders or its representatives. Late comers shall be rejected from Bid.

7. All bid shall be accompanied by a bid security amounting as per stated in the biding document. The total amount of Bid Security could be Birr 1,500,000 (One Million Five Hundred Thousand Birr) or its equivalent in an easily convertible currency. Bid security must be in the form of either CPO or Bank Guarantee from a recognized any local Banks by the name of Ethiopia Institution of Agricultural Research and shall remain valid for 120(One Hundred Twenty) days after Bid submission deadline. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. Insurance Bond is not acceptable. For Bank Guarantee the bidder must use the bank guarantee from included in section IV (Bid Form) of the bidding document. Bid security declaration is not acceptable. The Bid Security shall attach with in the original bid proposal.

8. The Institutions reserves the right to accept or reject all or parts.
