The Federal Government of Ethiopia has received financing from the World Bank toward the cost of the Lowlands Livelihood Resilience Project (LLRPII) and intends to apply part of the proceeds toward payments under the contract for Bidding process will be governed by the World Bank’s Procurement Regulations: “For this contract, the Borrower shall process the payments using the Direct Pay- ment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,.

Livelihood Resilience Project (LLRP) now invites sealed bids from eligible bidders for:

Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Regulation. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Interested eligible bidders may obtain further information from Gambella People’s National Re- gional State, Office of the President and Cabinet Affairs, Lowlands Livelihood Resilience Project (LLRP), Regional Project Coordination Unit, Mr.,Bayich Pal with the email: bayichpjiop@gmail.com and inspect the bidding documents during office hours 8:00 am-5:00 pm at the ad- dress given below.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of a written application letter to the address below and upon payment of a nonrefundable fee of ETB 500.00(Five Hundred Birr only). The method of payment shall be in banks slip and receipt from Gambella Revenue Authority. The document will be sent by hand delivery procedures.

6. Bids must be delivered to the address below on May 8th 2026 at 10:00 A.M Morning. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the pres- ence of the bidders’ designated representatives and anyone who choose to attend at the address below on May 8th 2026 at 10:30 AM morning.

7.All bids must be accompanied by a “Bid Security” or “Unconditional Bank guarantee” of respective amount as mentioned above.
