1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the implantation of CR-WASH for Water supply, sanitation and Hygiene and intends to apply part of the proceeds toward payments under the contract for Procurement of Automatic hydrology stations monitoring equipment for CR- WASH Woredas. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Ministry of Water and Energy now invites sealed bids from eligible Bidders for supply of Automatic hydrology stations monitoring equipment’s.

3. The Bidding Document requires bidders to have specific experience which includes the following: Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last recent Five (5) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member; Specific Experience: The Bidder shall demonstrate that it has successfully completed at least one (1) contract within the last recent five years prior to bid submission deadline, with a value of 480,000 USD or at least two (2) contracts each with a value of at least 240,000 USD that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

4. Bidding will be conducted using the International Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers: – “Procurement Regulations for IPF Borrowers”, Seventh Edition, September, 2025 (“Procurement Regulations”). Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations

5. 6. A complete set of bidding documents in English language will be available and can be downloaded from Ministry web page using the following link free of cost: https://www.mowe.gov.et/en/resource_types/procurement-files- Bidders are required to register in person at the following address before downloading the document and submitting their bids.

7. Bids must be delivered to the address below: The Ministry of Water and Energy, Haile Gebresilassie Avenue 5th, Room Number 511, on or before May 28, 2026, at 10:00 A.M. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on May 28,2026, at 10:30 A.M or immediately after the deadline for submission of bids. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All bids shall be accompanied by a Bid Security of USD 6,000.00 (Six Thousand USD) or an equivalent amount in a freely convertible currency in the form of an Unconditional Bank Guarantee or CPO to the Ministry of Water and Energy.

9. Bid shall be valid for the period of 120 days after Bid Submission deadline.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
