REQUEST FOR EXPRESSIONS OF INTEREST – FIRM

1. The Government of Ethiopia has received financing from the African Development Bank for productivity Enhancement Support to the Integrated Agro-Industrial Parks and Youth Employment (PESAPYE) project implemented through the Ministry of Irrigation and Lowlands (MILLS) and intends to apply part of the grant amount to payments under the contract for the Consultancy Services to conduct mid-term evalu- ation for PESAPYE Project.

2. The services to be provided under the assignment involves conducting a mid-term evaluation of the project. to review the project progress, achievements and challenges to inform the PESAPYE project partners and the donor on key lessons learned and propose recommendations for any improvement or adjustment needed for the remaining project implementation period. Specifically, the mid-term evaluation will focus on the following aspects:

a) Review of the implementation of project components against targets,

b) Identify challenges/constraints impeding the project implementation and lessons learned,

c) Propose adjustments in project design, scope, financing, institutional arrangement,

d) Review existing collaborations and partnerships,

e) Conduct detailed stakeholder analysis and

f) Prepare Mid Term report.

3. The Ministry of Irrigation and Lowlands now invites firm consultants to indicate their interest in providing the above-described services. Interested Consultants shall pro- vide information on their qualifications and experience demonstrating their ability to undertake this Assignment The required qualifications and experience include:

a) Provide an organization of the firm,

b) Demonstrate experience in conducting mid-term reviews,

c) Indicate successfully completed similar assignment,

d) Propose a team for the assignment (CVs not required at this time),

4. The eligibility criteria, the establishment of the short-list, and the selection procedure shall be in accordance with the Procurement Policy for Bank Group Funded Operations (October 2015) which is available on the Bank Website at http://www.afdb.org .
