for Inclusive Access to Healthy Diets Project
1. Background
The “Resilient & Green-Based Business for Inclusive Access to Healthy Diets Project” is a partnership initiative financed by World Resource Institution WRI – P4G Partnering for Green Growth and the Global Goals 2030 and led by Oxfam GB in Ethiopia and implemented by Solar Village Ethiopia in collaboration with a range of public, private, and development partners. The project has been implemented over the period 1 October 2024 to 30 June 2026, targeting selected sub-cities of Addis Ababa and Shaggar City.
The project was designed to address persistent challenges related to food insecurity, poor nutritional outcomes, and climate vulnerability among smallholder farmers through the promotion of solar-powered irrigation technologies and climate-smart agriculture (CSA) practices. By integrating renewable energy solutions with inclusive agricultural development approaches, the project aimed to enhance productivity, strengthen resilience to climate change, and improve access to diversified and nutritious diets.
As the project nears completion, an endline evaluation is being commissioned to systematically assess how well the project has achieved its intended objectives and results. This assignment will ensure the undertaking of a rigorous evaluation, generate evidence-based insights, and produce high-quality knowledge outputs that assist the client/Oxfam in meeting donor reporting requirements and ensuring accountability. The evaluation will examine the relevance, effectiveness, efficiency, impact, and sustainability of the interventions, along with the performance of the partnership model in delivering scalable and inclusive green business solutions.
2. Purpose of the Assignment
This assignment is to undertake the endline evaluation of the “Resilient & Green-Based Business for Inclusive Access to Healthy Diets Project” findings of which will serve multiple, interrelated purposes that are central to both accountability and future programming.
The key tasks and essential requirements of the assignment are clearly described in the TOR. Therefore, interested consulting firms are invited to collect the TOR from Oxfam in Ethiopia, which is in the address below starting from April 27th, 2026. Bidders/service providers are required to carefully read through the TOR and return your proposals on or before close of business May 08, 2026, on or before 12:00 AM. in person in a sealed wax envelope.
This invitation has been issued for the sole purpose of obtaining offers for consultancy service providers against the specification contained within the TOR. OXFAM reserves the right not to enter an agreement/sign MoU because of this invitation to tender. OXFAM also reserves the right to terminate any contract issued because of this as set out in the contract terms and conditions.
