ETHIOPIAN ROADS ADMINISTRATION 

REQUEST FOR EXPRESSIONS OF INTEREST

(National Competitive Bidding)

The Federal Democratic Republic of Ethiopia (FDRE), represented by the Ethiopian Roads Administration (ERA), has allocated a budget for the following Construction Supervision Consultancy Service projects.

Note: The list of projects indicated above is in the order of priority to be considered by the Client during Shortlisting.

The Ethiopian Roads Administration now invites interested eligible legal firms to submit expression of interest letter with their company profile documents and testimonies, for the above Services. Expressions of interest will be evaluated in accordance with the Public Procurement and Property Administration Proclamation of the Government of the Federal Democratic Republic of Ethiopia. Application/participation is open to all locally registered Eligible Domestic Legal Firms. The Companies profile will be evaluated based on the following requirements

Any firm who failed to submit its Expression of Interest on or before the deadline for submission will not become eligible for short-listing. The Client shall not accept any additional documents to substantiate or provide missing documents in the original Expression of Interest and the assessment shall he based solely on the document originally submitted.

Applicants are strictly advised to follow the notes below:

a. Applicants shall specifically indicate the projects in which they are interested to participate.

b. Applicants wishing to participate in association shall indicate the form of association specifically as sub-consultancy or joint venture.

c. Eligibility Documents

For Domestic Consultants: Trading Business license, VAT registration Certificate, Professional Practice Certificates, Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority and Evidence of Registration as a Supplier)

For Foreign Consultants: Business Organization Registration Certificate or Trade License issued by the country of establishment

d. Firms are required to have Grade I Category Building Consultant/Construction Management Consultants with Relevant Professional Practice Certificates renewed fiir at least 2018 EC from authorized bodies.

Expression of interest must be delivered to the address below on/ or before May, 12, 2026 at 4:30 PM. Applicants shall send their Expression of Interest application in three copies or alternatively, applicants may send the original scanned copy of their corresponding signed application documents electronically through email address dedicated for this purpose: eraengproccol@era.gov.et
