INVITATION TO BID

1. The Amhara national regional state represented by Amhara road, Transport and logistics bureau (ANRS TRLB) has received financing from the world bank towards the cost of Special Structure project to be constructed under rural connectivity for food security (Rcfsp) program and intends to apply part of this budget to eligible bidders for the construction special structure for the below mentioned project.

2. The ANRS Road bureau now invites bidders to submit sealed bids for providing the necessary labor, material and equipment for consultancy for the above projects

3. Interested bidders shall submit the following evidences:

A. Certificate of Registration from EFDRE Construction authority or Bureau of Urban and infrastructure With the relevant Categories as specified in item 4 of the table below renewed for 2018 EFY and appropriate documentary evidences the bidder’s compliance, which shall include:

i) Trading/Business License renewed for 2018 E.C From authorized bodies,

ii) Vat registration certificate

iii) Tax clearance certificate issued from the tax Authority (Inland Revenue Authority) which allows the bides to participate in public tenders at the date of the deadline for bid submission

iv) Grade III and below Road and highway categories relevant Professional practices certificate renewed for at least 2018 E.C from authorized bodies.

V) Evidence of/Being / registered supplier in the list of the mandated Public Body, i.e. Public Procurement and propriety Administration Agency

4. Bidding will be conducted through National competitive bidding and to all eligible bides as specified and defined in the bidding Document. The General and specific Consultancy Experience requirements for the projects is as shown below

5. Interested eligible bidders may obtain further information from and inspect the bidding document at the address given on working days.

A complete set of bidding document prepared in English language may be purchased by interested bidders With a non-refundable fee ETB 1000 (ETB: one thousand) The method of payments shall be in cash. 6. Bidders shall submit two envelopes “Technical Qualification information and bid security” in one envelopand “Financial bid” separately in another envelop and should be sealed in an outer envelope.

7. Evaluation is to be carried out in two stages, Technical qualification first and financial bids for qualified bidders next.

8. All bids must be accompanied by a bid security in CPO or Unconditional Bank Guarantee of ETB 250, 000.00 (ETB:. Two hundred fifty thousand)

9.Bid documents shall be submitted to ANRS Road Bureau Rural connectivity for food security program project coordination office ground Floor, Office No 005. P.O.BOX 382 Bahir dar Ethiopian Tel. +251-058-226 21-36 Fax +251-058-222-18-82 on or before 15 calendar days from the first advertisement at 2:00 P.M and shall be publicly opened at 15th calendar day starting from first advertisement date at 3:00 P.M. If the opening date lies on a non-working day, it will be shifted to the next working day.

10. The Amhara Road, Transport and logistics Bureau reserves the rights to reject any or all bids.
