Financial Qualification

Historical Financial Performance

Submission of audited balance sheets income statements and cash flow statements and other financial statements, or if not required by the law of bidders country, the financial statements acceptable to the employer, for the last five years (2013-2017 E.C.) to demonstrate the current soundness of the bidders’ financial position and its prospective long term profitability.

Ø Liquidity ratio: (current asset / current liability) shall be greater than or equals to 1

Ø Indebts ratio = (total debt / total assets) shall be less than 1

Ø Profitability ratio: (net profit / income)*100 shall be greater than or equal to 2%

N.B

– Average of the five years will be considered for the above three ratios

– Total debt means total liability = (Current + Non-current liability)

Average Annual Turnover

The annual turnover calculated a speak Construction income  from the Audit report over the last five years 2013-2017 E.C.) must exceed

a.     Domestic Bidders: Peak Annual Turnover from Construction Income in last five year should be Minimum 1,120,000,000 (one billion one hundred twenty million) ETB .

b.     International bidders: average annual turnover from Construction Income in last five year should be Minimum 2,800,000,000 (two billion eight hundred million) ETB.

NB. For the purposes of tender evaluation, adjustments to project values submitted by contractors as part of their work experience shall be made using the foreign exchange rate prevailing 28 days prior to the tender closing date. The adjustment shall involve dividing the contractual value at the time of agreement by the foreign exchange rate applicable at that time and then multiplying by the prevailing rate. The foreign currency exchange rate published by the National Bank of Ethiopia shall serve as the reference. 

Financial Resources

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement (15,000,000ETB)).

A Proposal to participate MSE/local contractor as a sub-contractor as per the directive prepared by Addis Ababa City Administration Construction Bureau (02/2010). 

a)      For grade III and above local contractor: – proposed to be sub-contracted to grade IV and less local contractor (Minimum 40% of the total project amount).

For foreign contractor: – proposed to be sub-contracted to local contractor (Minimum 20% of the total project amount).

a)      For Domestic bidder’s One Mid-Rise Building Complex or similar Projects with Minimum Project cost of 700,000,000 ETB (Seven Hundred Million Birr) that have substantially, Successfully and satisfactorily executed to at least minimum of 70% of this competing project financial status. Or Two Low-Rise Building or similar Projects with Minimum Project cost of 350,000,000 ETB (Three Hundred Fifty Million Birr) that have substantially, successfully and satisfactorily executed to at least minimum of 70% of this competing project financial status.in the last 10 years (2008-2017EC).

b)      For International bidder’s Two Mid-Rise Building Complex or similar Projects with Minimum Project cost of 700,000,000 ETB (Seven Hundred Million Birr) that have substantially, Successfully and satisfactorily executed to at least minimum of 80% of the project or equivalent exchange rate of foreign currency. In the last 10 years (2008-2017 EC)

All pending litigation shall in total not represent more than 5% percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

Experience under construction industry in the role of a contractor, management contractor, partner in a joint venture, or subcontractor for at least as stated the last prior to the applications submission deadline,

a)      For local contractors should have general experience record actively operational for the last two year in Construction Industry;

 

b)      For foreign contractors should have general experience record actively operational for the last five years in construction industry.

History of nonperforming contracts

) To the deadline for qualification submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted. In addition to the submitted information, the employer reserves the right to obtain any records of non-performance of the bidders in the past five years from official records within or outside of Ethiopia as a basis for qualification.

II) If the employer, based on full documentary evidence, establishes poor performance by any bidder engaged in similar works in Africa and other developing countries, on any contracts carried out over the last 5 years. Or if a bidder is not performing to the satisfaction of the employer on the already awarded contracts, then the employer may use this information in the assessment of the bidder’s qualifications.

III) If the employer, based on full documentary evidence, establishes poor performance by any bidder engaged in specifically similar works Ethiopian any Public works and if the employer find  winner of the bid poor in performance the employer not obliged to sign contract choose the second bidder or third bidder
