1. About the Enterprise

The Oromia Forest & Wildlife Enterprise is a key public institution dedicated to the sustainable management of forest resources and the conservation of wildlife across the Oromia Regional State.

The Illu Aba Bor Branch Office, located in the Illu Aba Bor Zone, Metu town, invites interested and eligible bidders for the maintenance/ construction of its new administrative and commercial building complex.

2. Project Overview

Bid Title: Invitation to Bid for the Maintenance and Completion of Oromia Forest & Wildlife Enterprise Metu G+4 Mixed-Use Building Complexes.

Location: Metu Town, Illu Aba Bor Zone, Oromia Regional State (Approximately 600 km southwest of Addis Ababa).

Project Description: The project involves the maintenance, completion, and related civil works on a G+4 (Ground plus four floors) mixed-use building. The scope includes architectural, structural, electrical, sanitary, and finishing works as detailed in the tender documents.

Contract Type: The contract will be add measure (Item Rate) contract based on the Bill of Quantities (BoQ).

3. Eligibility & Qualification Requirements

This tender is open to Grade GC/BC-7 and above contractors duly registered with the Ministry of Urban and Infrastructure Development or relevant regional bureaus. Interested bidders must provide the following eligibility documents alongside their technical offer:

• Valid Trade License for the 2018 E.F.Y. (Ethiopian Fiscal Year) renewed and valid for the current fiscal year.
• Relevant Contractor’s License Certificate clearly indicating the Grade GC/BC-7 or above.
• Registration Certificate from the appropriate government body.
• Tax Identification Number (TIN) Certificate and Tax Clearance Certificate (or proof of tax compliance) valid for the current fiscal year.
• VAT Registration Certificate (if applicable for the contract value).
• CPO (Certified Payment Order) or an Unconditional Bank Guarantee as a Bid Security (See clause 5 below).
• Work Experience: Evidence of successful completion of at least one similar project of comparable magnitude and complexity within the last five years. Completion certificates and project handover documents are required.

4. Bid Document Purchase

Interested eligible bidders can purchase a complete set of the bidding documents (including the Bill of Quantities, specifications, and drawings) from the office below upon payment of a non-refundable fee of ETB 300.00 (Three Hundred Ethiopian Birr).

Dates: The bid documents can be purchased starting from May 11/2026 to May 20/2026 during working hours (Monday to Friday, 8:30 AM – 12:30 PM and 1:30 PM-4:30 PM, local time).

5. Bid Submission and Opening

Bid Security (Bid Bond): Bidders must submit a bid security of ETB 50,000.00 (Fifty Thousand Ethiopian Birr). The bid security must be in the form of a CPO or an irrevocable bank guarantee from a recognized domestic bank, payable to Oromia Forest & Wildlife Enterprise, Illu Aba Bor Branch.

Sealing and Marking: Bidders shall submit two copies (one marked “ORIGINAL” and one “COPY”) of both the Technical and Financial offers. The Technical and Financial offers must be sealed in separate envelopes clearly marked as “TECHNICAL OFFER” and “FINANCIAL OFFER”. These two envelopes must then be sealed together in an outer envelope addressed to the Oromia Forest & Wildlife Enterprise Illu Aba Bor Branch.

Deadline for Submission: All bids must be submitted to the address above on or before May 20/2026 at 4:00 PM (Local Time).

Bid Opening: The bids will be opened in the presence of bidders or their legal representatives on the same date May 20/2026 at 4:30 PM (Local Time) at the Conference Hall of the Oromia Forest & Wildlife Enterprise, Illu Aba Bor Branch Office.

6. Rights of the Employer

Oromia Forest & Wildlife Enterprise reserves the right to reject any or all bids, annul the tendering process, or re-advertise at any time prior to contract award, without incurring any liability to the bidders.
