We, Ministry of Health (MOH) /Ethiopian Pharmaceutical Supply Service (EPSS), are reaching out to invite you to participate in an Early Market Engagement (EME) session for our upcoming high value procurement package financed by World Bank under Ethiopia Program for Results (hybrid) for Strengthening primary. Health Care Service Project to enhance the healthcare delivery in Primary Hospital, Health Center and Comprehensive Health Post in the conflict affected regions Ethiopia. This session is designed to collaborate and gather your valuable insight and feedback for best outcome of the bidding process as we develop our package and bidding documents.
The Project aims developing a resilient health service delivery system and improve patient care, enhance efficiency, and support healthcare workers to perform their duties effectively and efficiently, equip new facilities and upgrade existing facilities with modern equipment to meet current healthcare standards.
The EME will be led by Mr Awol Jemal, EPSS Procurement management directorate director.
1. Objectives of the Early Market Engagement
- To get the international market insight on the procurement and improve the attractiveness of the procurement process.
- To enhance the diversity of the market and encourage new potential suppliers to participate on the procurement process.
- To improve the technical requirement, technical specifications, contract terms, risk allocation, remuneration/ costing, bid evaluation approach/weightings.
- Identify any current or potentially innovative developments or new technologies in the market.
- Receive feedback on the proposed procurement approach and adjust to attract qualified and experienced bidders.
- Receive feedback Current prices, pricing methods and other factors influence price.
- Receive feedback on Availability of alternative goods and services (product differentiation).
- Identify the risks, incentives and opportunities.
- Identify common or prevalent risks within the supply chain(s).
2. Approaches of Early Market Engagement
The Early Market Engagement will be conducted on May 28, 2026, allowing for virtual participation in Addis Ababa, Ethiopia.
- Official Announcement: Final event details will be confirmed and published by May 14, 2026, on the official website: www.epss.gov.et and Registered suppliers will also receive notification via email.
- Registration: Interested suppliers are kindly requested to confirm their participation (specifying in-person or virtual attendance) by May 22, 2026, at 4:00 PM EAT. Requests should be submitted to the registration email provided above.
The EME process will be conducted in an open and transparent manner. Please note the following
- Record Keeping: All collective discussions will be recorded to ensure a fair process.
- Confidentiality: The MoH/EPSS acknowledge that suppliers may share commercially sensitive information such as Commercially sensitive information and data will be kept strictly confidential and will not be disclosed to other participants or individuals not officially involved in the EME process.
