Assignment Title: Consultancy Service to Conduct Environmental and Social Management Plan/ESMP/ for North OPGW Restoration Project.

The Federal Democratic Republic of Ethiopia /Client/ intends to modernize and expand the transmission system to ensure a reliable and sustainable electricity supply. EEP has allocated a budget to cover the Environmental, Social, Health and Safety (ESHS) activities and the deployment works, including the subsequent live-line OPGW installation scope and committed to conduct the required Environmental and Social Management Plan (ESMP) for North OPGW Restoration Project as per the proclamation No. 1371/2025.

The consulting firm (“the consultant”) undertakes an Environmental and Social Management Plan (ESMP) study for the North OPGW Restoration Project. The consulting firm will be responsible for conducting a comprehensive ESMP study for all identified project sites in accordance with national regulations and applicable international environmental and social standards. Overall, the scope of the required consultancy service is to conduct ESMP studies in order to make the projects environmentally and socially acceptable. It is the responsibility of the consultant to ensure the project complies with the country’s legal guidelines and the AFD environmental and social standards policies and requirements; identifying gaps in compliance, if any.

The Ethiopian Electric Power (EEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(i) Core business and years in business,

(ii) Relevant Experience in the field of assignment, and

(iii) Technical and managerial capability of the firm.

Individual experts’ bio data/CV is not required and Key Experts will not be evaluated at the shortlisting stage.

The shortlist will contain five to seven firms.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
