1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa – Groundwater for Resilience Project and intends to apply part of the proceeds toward payments under the contract Civil Work, Pipe & fitting supply and laying, EM Supply and installation in three lots, Lot

1. BABUZENDA-YABUBU KEBELE, GUBA WOREDA, METEKEL ZONE, Lot II. GONKORO KEBELE, SEDAL WOREDA, KAMASHI ZONE, and Lot III. YARENJA KEBELE, GUBA WOREDA, METEKEL ZONE, IN BENISHANGULGUMUZ REGION.

2. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for Civil Work, Pipe & fitting supply and laying, EM Supply and installation of Lot I. BABUZENDA-YABUBU KEBELE, GUBA WOREDA, METEKEL ZONE, Lot II. GONKORO KEBELE, SEDAL WOREDA, KAMASHI ZONE, and Lot III. YARENJA KEBELE, GUBA WOREDA, METEKEL ZONE, IN BENISHANGULGUMUZ REGION.

3. Bidding will be conducted through National competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in September 2023 and  February 2025 available at www.worldbank.org (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from The Ministry of Water and Energy and inspect the bidding document during office hours between 9:00 AM to 4:00 PM at the address given below paragraph 9.

5. The scanned bidding document (Request for Bid) in English may be obtained by interested Bidders free of charge by to register in person at the address below. downloading it from the Ministry’s website at: https://mowe.gov.et/en/tenders. Please note that you are required

6. Bids must be delivered to the address below on or before June 23, 2026 at 2:00 P.M. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on June 23, 2026 at 2:30 PM.

7. A Bid Security declaration must accompany all lots of the Bids using the form of Bid Security declaration of the Bidding Forms.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership
