Background
The Government of Ethiopia has launched a comprehensive Public Service and Governance Reform Program built around seven strategic pillars. One of the core pillars, Public Service Improvement, is aimed at enhancing the efficiency, accessibility, transparency, and standardization of public services across government institutions. To support these reform efforts, the Government has secured financing from the World Bank under the Governance Modernization to Enhance Efficient Service Delivery Project. Part of the proceeds from this financing will be used to procure consulting services for the development of a National Public Service Taxonomy and Service Catalogue System.
Objective
The objective of the assignment is to support the Government of Ethiopia, Federal Civil Service Commission, in designing and implementing a standardized, scalable, and digitally enabled national service taxonomy and catalogue system, applicable across federal and regional institutions.

Eligibility and Shortlisting Criteria
Interested suppliers must demonstrate their qualifications and relevant experience. The shortlisting criteria include:
- Core business and number of years in operation
- Relevant experience in similar assignments
- Technical and managerial capacity of the firm
- Experience in Similar Conditions.
Conflict of Interest
Attention of interested suppliers is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (procurement regulation), which outline the World Bank’s policy on conflict of interest
Associations
Consulting firm may associate with other firms to enhance their qualifications. Associations must be clearly indicated as either joint ventures or sub-consulting services arrangements. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.
Selection Method
A consulting firm will be selected in accordance with the consultant’s qualification based Selection (CQBS) method set out in the World Bank Procurement Regulations for IPF Borrowers, Sixth
Edition, February 2025.
