The Federal Democratic Republic of Ethiopia Ministry of Irrigation and Lowlands has received financing from the World Bank toward the cost of the Ethiopia Climate Resilient Irrigation for Sustainable Production Preparation Facilities and it intends to apply part of the proceeds toward payments under the contract for the consulting services (Recruitment of Senior Environmental Specialist – Individual Consultant).

1. OBJECTIVES OF THE ASSIGNMENT

A Senior Environmental Specialist will be hired for the provision of technical support to CRISP Project partners at federal, regional, and woreda levels. The senior Environmental Specialist will be fully engaged in advising on, facilitating and ensuring the Preparation and implementation of (i) Environmental and Social Management Framework (ESMF), Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), Resettlement Framework (RF), Resettlement Plan (RP), Security Risk Assessment and Management Plan (SRAMP), Labor Management Procedures (LMP), and Stakeholder Engagement Plan (SEP)., and (ii) the creation of adequate awareness and capacity building at all levels for management of the social aspect of the project. The responsibility extends to the review of E&S instruments; ensure compliance with the national and WBG ESF and guidelines.

The responsibility of the specialist also includes the monitoring and follows up of the environmental and social management plans that mitigate potential risks and impacts of the project.

The Senior Environmental Specialist will work in close collaboration with CRISP Project staffs in general and with Senior Social Specialist in particular in partnership-oriented approach, harmony and team spirit. The specialist is particularly expected to backup regional CRISP Project staff on technical matters related to the proper implementation of instruments mentioned above.

2. SCOPE, DUTIES AND RESPONSIBILITIES OF SERVICE

  • Provide technical assistance/support to the environmental and social staffs/ focal persons jointly with the social specialist for proper management of risks and impacts during groundwater resources potential investigation, Managed Aquifer Recharge (MAR), well drilling, supervision and monitoring projects activities.
  • Conduct environmental and social risk management training to the environmental and social staffs and other technical persons at all levels jointly with the social specialist on ESF compliance, environmental mitigation measures, and reporting procedures.
  • Prepare environmental and social screening independently or jointly with the federal, regional and woreda focal persons or concerned bodies; prepare or recommend for the preparation of the necessary instruments including ESIA, ESMP and other documents.
  • Ensure the implementation of sub-projects activities are in conformitywith the country environmental and social law and World Bank ESF.
  • Monitor and follow up the implementation of environmental activities  at project implementation sites at Project site level for Potential risks and evaluate cumulative impacts on water bodies and ecosystems.
  • Coordinate environmental risk management activities at federal, regional and woreda level.
  • Conduct public consultation meeting jointly with federal and regional environmental and social staffs.
  • Review environmental and social risk management instruments/tools like ESIA, ESMP jointly with the social specialist.
  • Undertake regular field visits to subproject sites to assess environmental impacts and verify environmental monitoring information provided in the reports of contractors and implementing partners, including photo documentation as applicable.
  • Facilitate incorporation of environmental issues into subproject planning, design, construction and operation in the way proposed mitigation measures are provided in the tender documents.
  • Ensure readiness and eligibility of readiness criteria are fulfilled from the perspective of environmental and social risk management.
  • Prepare and consolidate quarterly, semiannual and annual environmental risk management work plan.
  • Prepare and consolidate quarterly, semiannual and annual environmental risk management report.
  • Strictly follow up the establishment and functionality of the grievance redress mechanism (GRM) and provide the required capacity building to strengthen it.
  • Prepare environmental screening documents/guidelines, completing them and attesting that they are correct to assist implementing Agencies (IAs) to insure that World Bank regulation and procedures are strictly adhered to during sub project preparation, implementation, monitoring and evaluation.
  • Frequent field visit to the program sites and undertake field inspections and critical evaluations of actions needed to ensure the safety of the program; and give feedback to the MILLS PIU Coordinator.
  • Ensure the project construction activities are implemented as per the approved E&S instruments,
  • Ensure labor and working procedures are being followed and implemented as per the national labor proclamation and ESS2.

  • Ensure standard bidding documents comprise of well-defined and proportionate E&S requirements as well as contractor is in compliance with the contract documents.
  • Advise on and document environmental and social incidents, non-compliance events, and support PIU in developing and implementing corrective action plans.
  • Develop and monitor implementation of measures to control agricultural runoff (fertilizers, pesticides), sediment transport, and effluent from irrigation return flows to prevent contamination of surface and groundwater resources.
  • Ensure the identification of sensitive /critical habitats and species that may be affected by irrigation infrastructure or dam reservoirs and measures are proposed and implemented to minimize habitat loss and fragmentation and ensure compliance with biodiversity action plans.
  • For projects involving dams, ensure that dam safety guidelines and international best practices are integrated into environmental and  social impact assessments and management plans.
  • Develop monitoring frameworks and use indicators to track and compliance with ESMP/ESMF commitments, including biodiversity, water quality, ecosystem services, and occupational/community health and safety, pest management and downstream risks.
  • Assess the adequacy of the implementation of the – measures and the capacity of institutions and agencies responsible for social risk management staffs.
  • Work closely/ jointly with World Bank environmental specialists/environment team and ensure smooth professional communication.
  • Assist the Irrigation PIU coordinator in the identification of environment risk issues and preparation as well as review of ToRs, Papers, Studies, Reports, and undertake other assignments’ given by the coordinator.
  • Work closely with Social Specialists to address land acquisition, resettlement, gender, labor, and community health and safety.
  • Take responsibility for any other Social and environmental related tasks assigned by the Project Coordinator.
  • 3. REQUIRED QUALIFICATIONS AND EXPERIENCE
  • The Senior Environmental Specialist shall have:
  • MSc degree in environmental science, environmental engineering or other related fields.
  •  At least 10 years of relevant work experience for MSc degree of which the candidate should have at least 5 years of working experience inIrrigation, hydro-electric projects, Urban WASH or other development sectors.
  • Knowledge of Government of Ethiopia and World Bank financed project guidelines and procedures in Environmental assessment and analysis, as well as World Bank Environmental and Social Frameworks.
  • Experience in effective stakeholder engagement, grievance redress mechanism.
  • Experience on environmental risks and its mitigation measures, and on public engagements associated with Irrigation schemes.
  • Experience in managing multiple and complex projects and ability to prioritize.
  • Experience working towards tight deadlines and ability to remain calm under pressure, good command in English and have good communication skills.

4. DURATION OF THE ASSIGNMENT

The duration of the assignment is for twelve (12) months, renewable annually subject to satisfactory performance evaluation.

5. DELIVERABLES /SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT

The specialist shall provide the following outputs:

Prepare the environmental quarterly and annual plans of the Project.

Monthly Environmental Progress report high lighting both challenges and progresses.

Quarterly progress on activities undertaken and solution to challenges. Annual environmental risk management progress report. 

Project completion report after completion of the project.

Report on the environmental and social aspects of the POM development and implementation.

Report on supervision and guidance provided to the project and MILLS.

Monitoring report on project performance from the Environmental management point of view.

Report on Review of World Bank compliance.

Regular OHS safety Audits and incident reports as per the Project ESMF guidance.

Submission of report on overall Environmental Management of the projects consistent with agreements, manuals and project document-POM.

6. MANAGEMENT PROCEDURES

Contractually, the senior Environmental Specialist will report to the Irrigation PIU Coordinator and work closely with other Irrigation PIU staff. The specialist shall also work closely with the World Bank’s CRISP Project Sector Task Team Leader (Ethiopia) and other designated World Bank staff and consultants.

7. PAYMENT: based on experience and qualification of the consultant which is negotiable.

The senior Environmental Specialist will be selected on the basis of the approved methods of selecting individual consultant in accordance World Bank’s Procurement Regulations for IPF Borrowers  (Procurement Regulation) Seventh Edition dated September 2025, and the Guidelines on Preventing and Combating Fraud and Corruption in  Projects Financed by IBRD Loans and IDA Credits and Grants, dated October 15, 2026 and revised in January 2011 and as of July 1, 2016, and other provisions stipulated in the Financing Agreements.
