Assignment Title: Selection and Employment of Consulting Firm for National Biogas Technical Feasibility Study

The Federal Democratic Republic of Ethiopia Ministry of Water and Energy has received financing from the World Bank under the Carbon Finance Component and intends to apply part of the proceeds toward consulting services for conducting a National Biogas Technical Feasibility Study.
Objective of the Assignment
The objective of the assignment is to assess and quantify Ethiopia’s technical biogas potential and develop an evidence-based, investment- ready national feasibility study and policy framework to support future biogas development and scale-up.
The study will:
- Assess household, commercial, and institutional biogas potential across Ethiopia,
- Estimate biogas production and greenhouse gas reduction potential,
- Identify regional gaps and investment opportunities,
- Propose Smart Village pilot locations and implementation pathways, and
- Provide recommendations to support policy, financing, and future program implementation.
Scope of the Assignment
The consulting firm shall conduct the study across all 12 regional states and 2 city administrations of Ethiopia.
The scope includes:
- Household biogas assessment based on feedstock availability, socio-economic conditions, and demand potential,
- Commercial biogas assessment focusing on major organic waste generators,
- Institutional biogas assessment covering public and private institutions,
- National and regional gap analysis and prioritization of investment opportunities,
- Smart Village assessment for integrated biogas development pilots, and
- Stakeholder mapping and engagement analysis to strengthen sector coordination and implementation.
Duration of Assignment
The assignment duration shall be four (4) months.
Eligibility and Selection
Interested consulting firms shall provide information demonstrating their qualifications and relevant experience to perform the assignment. Shortlisting criteria include:
- Core business and years of operation,
- Relevant experience in similar assignments, and
- Organizational, managerial, and technical capability.
Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.
Selection will be carried out in accordance with the Quality and Cost-Based Selection (QCBS) method under the World Bank Procurement Regulations. Expressions of Interest must be submitted in writing on or before 08 July, 2026 at 10:00 A.M (Ethiopian Time).
